新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

Plenty of land sites released to meet demand for homes

From our Correspondent In a desperate attempt to cool the property market, especially that of the mass market sector, the government had acted well ahead of schedule to release "plenty" of land sites to meet strong demand for mass market homes outside the city centre. In the first half of next year, at least eight residential sites - and as many as 26 sites - will be offered to developers. The move is being seen as a bid to allay fears of a shortage of these homes - often bought by HDB upgraders - which may have sent prices surging. The 26 sites could produce 10,550 private homes - the highest number from any half-yearly government land sales since the second half of 2001, said the Urban Redevelopment Authority (URA). In an announcement that came a few weeks earlier than usual, the Government said it would put eight residential sites, including two executive condominium (EC) sites, on the confirmed list. This is where sites are put up for sale regardless of developers' prior expressions of interest. These sites could boast about 2,925 new homes, close to the boom time 3,000 in the second half of 2007. Singapore's property market had rebounded strongly following a temporary blip in the beginning of the year. Prices have since recovered to the 2007 levels. The prices of mass market homes have risen by more than 15 per cent, fueled partly by HDB upgraders who sold their flats at a profit. The Centro, a leasehold project at Ang Mo Kio felt record high prices of more than $1,100 psf when it was launched in June this year. The price index of resale flats also sky-rocketed and surpassed its record high in the 1990s. Despite the widespread concerns on the ground that ordinary Singaporeans may be priced out of the housing market, the government and HDB is adamant that public housing remain "adamant" in Singapore. Following the failure of HDB to convince a skeptical public through a series of letters published in the Straits Times Forum, it released balanced and BTO flats for sale last month. Both were over-subscribed by more than 10 times, an indication of the housing shortage in Singapore which led some to question why HDB did not build more flats to boost the supply earlier. The release of more land for property development coupled with the T.O.P. of private homes built in the booms years of 2007 - 2008 next year may lead to a stabilization and stagnation of prices in the short-term. For those who bought their flats at a peak, they will find it difficult to sell them for a profit. With elections around the corner, the ruling party is hard pressed to appease both groups of Singaporeans - the home-seekers and the home owners.  Read More →

作者:杨恒均 西方不亮东方亮:从哈瑞李到李光耀 李光耀近日发言希望美国能够多介入亚洲事务以及制衡中国,引起中国网民哗然。我感到不解的是,一些学者也表示吃惊。网民就事论事,无可非议,学者们难道不应该更多了解一些背景知识? 李光耀被中国年轻人所认识主要是他的亚洲价值观和对儒家的推崇,而且常常为中国的发展和特色辩护,有时甚至看上去是相对于普世价值的亚洲价值和中国儒家的代言人。给大家造成这一印象当然也有我们自己的责任,我们的媒体一向喜欢引用能够为我所用的言论,特别是这言论出自于外国人之口,就更是身价百倍了。以致我 们一听到人家为所谓亚洲价值观和特殊性辩护就喜不自禁,竟然忘记进一步追问,他指的亚洲价值观到底是什么?体现在新加坡什么地方?新加坡又是如何用“儒家 ”治国的? 李光耀是第四代华人移民后代,出生于新加坡,在英国学习,不会中文,没有中文名字。他以前的名字叫哈瑞李。英国一 位议员曾经说过,“(李光耀是)苏伊士运河以东最优秀的英国人”。我想,英国议员定义一个亚洲人是否英国人的标准应该是价值观而不只是靠满嘴的英语和东方人的长相吧?他曾经和台湾的李登辉争论过民主和亚洲价值,如果说李登辉20岁以前是日本人,那么李光耀20岁以前绝对是一名“英国人”。 当时很多亚洲国家领导独立的领袖都是西方培养的,为了回国领导东方的人民争取独立,他们一夜之间改变了名字,甚至连信仰也改变了。但骨子里是否真改了,就不能只听他们口头表达了。例如,新加坡独立后,李光耀当政的前几十年里,对中国文化包括中文学校进行了无情的打压,他在新加坡提倡的是西方人的价值观和制度,有人可能对价值观没有异议,但对“制度”有异议。其实,制度不只是选举那一个环节。除了选举之外,无论从政治、经济和社会制度上,新加坡是迄今为止最 西化的亚洲国家之一。 李光耀带领独立后的新加坡人逐渐摆脱了西方英国的统治,但这不是一个价值观的选择,甚至不是一个文化的 选择(例如在华人占绝大多数的新加坡英语是第一官方语言),还因为一转身之间,新加坡就投入了更加西化,也是西方最大的代表的美国人的怀抱,可见,那次转变只是出于从一个衰弱的靠山投向另一个强大的靠山的战略考量。 从新加坡独立到现在,它始终是东南亚和南亚次大陆与美国的关系最密切的国家,这个小国的所有海空军基地美国都可以使用(也是美军在亚洲的重要桥头堡,从这里可以牵制整个东南亚),新加坡积极参加美国在当地所有的军事活动。早期作为新加坡领导人的李光耀不但反对中国政府和共产党,而且也是亚洲最“反华”的国家之一。 这一情况直到上个世纪八十年代才有所改善,李光耀拼命学习中文,中文名字李光耀也才在亚洲慢慢响起来,让人从他的名字“光耀”想到了“光宗耀祖”这个成语。 那么,从西方回到东方,也把西方那一套带到东方的李光耀,又是如何在上个世纪八九十年代要回归亚洲价值观,要儒家治国呢?或者说,什么是亚洲价值观?新加坡用了那些儒家思想来治理这个小国家? 李光耀为什么提亚洲价值? 我 们回到新加坡。李光耀当时突然要回归亚洲价值观当然是有各种考量的。但回归了这么久,新加坡到底拥有什么其他亚洲国家没有的亚洲价值?如果你现在到新加 坡,你会知道,无论从社会文化,还是法律、政治和经济制度,新加坡都是离亚洲最远,离西方最近的。可是李光耀为啥要提倡亚洲价值观?我认为,只不过是从国 家安全和他个人利益出发的一种实用主义的表现而已。 首先,他要在亚洲国家中,特别是在中国、马来西亚、印尼、泰国这些国家中造成印象,新加坡不是身在曹营心在汉,他们是崇尚亚洲价值的。不会跟随美国的价值观,而美国的价值观使得美国与上述亚洲国家的主要分歧在于人权、自由和民主。 新加坡作为亚洲一个小国,处于一直以来并不怎么稳定的马来西亚、印尼、泰国等大国之间的夹缝中,要想保护自己,只能选边站,要想玩所谓大国平衡,他根本没有这个资本和能力。新加坡选了哪一边?毫无疑问是美国,新加坡是美国的军事盟友。 可选择了美国,却要在口头上消除周边亚洲国家的疑虑,最好的办法就是说一套,做一套。如果真有一个与西方提倡的“民主、自由和人权”相对立的亚洲价值的话, 那新加坡一定是离亚洲价值最远的国家。而如果所谓孝顺、勤劳、和谐是所谓亚洲价值观的话,全世界都会接受的,没有必要提出来。 其次,李光耀被上个世纪八十年代后亚洲的崛起弄得眼花缭乱,对中国的发展模式生出了真正的欣赏。而这种欣赏除了中国经济发展确实很快之外,更大的原因是他并不完全理解中国。后来李光耀到苏杭一带投资并受到挫折,我想,即便得到了高层的支持,他也一定感受到了他理解的那种亚洲价值和中国等各亚洲国家的“亚洲价值 “的天壤之别。 第三点,也是最重要的一点。李光耀一方面接受了美国和美国的价值观,却也看到了美国价值观的无情,到上个世纪八十年代,也是李光耀看到自己老了,必须退出政治舞台的时候,他突然开始对亚洲价值、中国模式和儒家大感兴趣。而如果你仔细研究新加坡政治模式和经济、社会运作的话,你会发现,除了竭力保持“一党独大”,保持政治权威(孝顺),甚至最终弄出了儿子李显龙隔代接老子李光耀的班成为新加坡人民敬爱的领袖 之外,其他没有任何一个可以标上“亚洲价值”和“儒家文化”的不同于西方的价值观。 关于这件事,我早在几年前就做过探讨,当时我引用了英国议员的那句话,而美国人告诉我,那句话没有错,因为到今天(当时)为止,所有的亚洲最高领导人中,最西化的人始终是李光耀。原则上,在西方人眼里,除了他想搞“一党独大”和最终让自己的儿子可以“卷土重来”之外,其他所有的运作更接近西方的那一套,而和亚洲国家格格不入。李光耀比在制度上已 经 “全盘西化”的日本的任何一位首相都更加西化。 而他的西化却被他的国际和国内战略思想弄得模糊不清。每当李光耀因为新加 坡的战略考量和他个人的考虑而提出对国际格局的看法的时候,外界就糊涂了。当初他排华,被中国一些学者说成是为了向马来西亚和印尼示好,后来他亲华,又说成是要搞亚洲价值观,要回归儒家文化。这都是很可笑的。 现在很清楚了,不管李光耀口中在说西方价值观,还是亚洲价值,甚至中 国的儒教,他是一个处处以新加坡国家利益和个人利益为考量的实用主义者。他看到中国崛起,知道在经济发展上新加坡离不开中国,而且他个人也有意要到中国投资,分一杯羹的时候,他开始大肆赞扬中国模式。而且,他也确实欣赏中国的“一党独大”和世界上最能够保障统治者的后代继续从政的无与伦比的政治体制。 可是,当他看到中国的崛起不光是在经济上,而且即将发展到军事上;看到中国和美国越来越热乎的时候,他这才突然意识到,新加坡是美国保护的,新加坡即便在用藤条抽打了美国青年人的屁股后仍然不被美国人抛弃,是因为新加坡其实受到了美国人推崇的价值观的保护,虽然对国家最高领导人的选举还存在问题,但在东南亚和南亚国家里,有哪一个国家比新加坡更讲究法治、舆论监督、惩治贪污腐败和言论自由? 当代表了最有特色的“亚洲价值”和“儒教”国家的代表中国真正崛起的时候,我们突然发现,李光耀只不过是叶公好龙而已。其实,他心里很明白,要保护新加坡的利益,和他自己的利益,不是哪一个大国,甚至不是几个大国的互相制衡,而是… 什么才能够真正保护新加坡? 新加坡是一个繁荣富裕的国家,独立后在美国的保护下,基本没有受到国际冲突的影响,他靠的是什么?李光耀中西结合的内政管理和纵横捭阖的外交术当然有一定的作用。 正如前面所说,新加坡的经济制度,包括政治制度中除了西方的民主选举之外,其他各方面几乎都是完全西方的,和大多亚洲国家都不相同。例如,媒体监督,民众对政府和政党的监督,法治等等。唯一不变的就是一党独大。可是,即便新加坡的“一党独大”也不是任何亚洲其他意义上的“一党独大”,新加坡李光耀并没有把自己的那个独大的党置于新加坡人民之上,它们只是用合法、不合法甚至下三滥的手法把其它竞争的党派压在下面(或者用“打压”),只是,这个唯一的没有被挑战的党却不敢把自己放在新加坡民众之上。无论从事实还是原则上说,新加坡的选民仍然是最大的,如果你真有实力参加竞选,能够让民众选你,新加坡的政治生态的改变并不困难。只是新加坡人还没有准备好,或者说,他们目前并不讨厌这个“一党独大”——因为这个独大的党并没有把自己驾凌于民众之上。 这些年,中国很多人鼓噪要实行新加坡模式,其实新加坡模式和香港模式异曲同工:虽然还没有真正意义上的民主选举,但从自由、法治、舆论监督(甚至包括言论自由)等等方面,早就接受了西方普世价值和在西方率先实行起来的模式。中国要实行新加坡模式要越过最大一个障碍:解决“人民最大”的问题。你可以让执政党在 “各大党派”中一党独大,但千万别在人民面前也“一党独大”! 还是回到正题上。在国际政治舞台上,有相当长一段时间,李光耀和基辛格这种“政治家”充当主角。他们长袖善舞,一会地缘政治,一会秘密外交,一会大国平衡,一会又靠人格魅力,要风得风,要雨得雨,给人感觉他们模糊了意识形态,甚至没有了核心价值观,仿佛世界上的一切都是利益平衡和有才能的政治家和外交家搞出来的。 这恰恰是上个世纪两次世界大战的症结所在。第二次世界大战后,以美国为首的战胜国(包括中国)坐到一起,除了例行的瓜分世界之外,他们不是签订和平协定,也不是忙于制定各国之间和平交往的规则,而是签订了两个看上去和国际交往毫无关系的两个人权协定【以联合国大会通过的《世界人权宣言》为基础,产生了以《经济、社会和文化权利国 际公约》(ICESCR)、《公民权利和政治权利国际公约》(ICCPR)为核心的“国际人权宪章”】。正是这两个有关人而不是国家的公约,才确立了战后国际间交往的核心理念,是以人权为主轴的,而不是以“国权”和“特色”为主(下一篇再细谈这个问题)。 基辛格忙着赚钱,李光耀也没有那么活跃了。不是他们后继无人,而是他们那种以小聪明玩大平衡的时代结束了。李光耀提出亚洲价值来制衡西方,为的是新加坡的一党独大不被西方干涉;现在他又要拉美国抗衡中国,为的是他们崇尚的价值观不被侵蚀。但李光耀显然是本末倒置了,真要制衡这些大国,新加坡这种小国需要选择的是符合人类和平与正义的价值理念,用普世的 和平的价值理念去制衡大国,而不是为了制衡大国而玩弄价值理念! 李光耀的新加坡迟早需要做出选择,不是在大国之间做出选择,而是在价值观和价值理念之间做出选择,如果李光耀真有什么亚洲价值与儒家思想,他不妨说出来,看看目前是不是以中国为代表,如果是,他应该站在中国一边,来抵制西方的文化侵入。 新加坡这种小国,没有必要也没有能力搞大国制衡,再说李光耀之后的新加坡也没有强人了。以前在国际政治舞台,李光耀的名字要比新加坡响亮,李光耀先生被誉为 “最了解西方的东方人,最了解东方的西方人”,可时代变了,当东方(中国)和西方(美国)已经逐渐互相了解并越来越深入交往的时候,作为李光耀和新加坡,最好是先了解自己:你们崇尚的到底是什么价值观?是亚洲价值观?普世价值观?还是新加坡价值观? 来源: http://yanghengjun65.blog.sohu.com  Read More →

作者:冀居·谢 之前许文远接受电子媒体访问时,都口口声声说综合诊疗所会把接种流感疫苗定在at cost。根据一向对at cost的粗浅了解,就是除了成本之外,不会希望额外赚些小钱。如: I can spare you some, if you want, at cost. 你如果想要,我可按成本让给你一些。 We have already sold at cost. 我们已经是按成本价卖了。 We sold it at cost price. 我们已经是按成本价卖了。 所以现在每剂疫苗的成本是17元(含消费税),那么综合诊疗所打一剂收费29元,也就是说其余12元是分销、存货盘点、注射费及基本开支。 问题来了,有一家叫做康威医疗集团(Healthway Medical Group)把注射疫苗的价格定在每剂26元,即他们的“分销、存货盘点、注射费及基本开支”是9元。这怎么可能? 查SingHealth and National Healthcare Group,是新加坡所谓的公共保健双重系统,旗下有28家医院、诊疗所和专业医疗中心,6,748名医生在服务,毫无疑问也是所有疫苗的入口商,怎么没有取得“规模经济效益”(economy of scale) 呢?是那些领高薪的高级公务员都不办事,还是贪得无厌? 来源:大马论坛  Read More →
