新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

2025年大选结果无可争议,政府再次赢得了强有力的授权,稳固了其在新加坡政治格局中的主导地位。尽管选举结果并不令人意外,但胜利的过程却并非没有争议和复杂性。 值得注意的是,选区划分的变化在本次选战中发挥了重要作用。陈清木医生与徐顺全医生等资深反对派人物,因选区重划而受到显著影响——传统支持基础被分割或并入他区,无疑左右了某些关键选区的最终结果。虽然选区调整在新加坡选举历史上并不罕见,但其公平性与透明度仍持续引发讨论。 工人党虽稳守东北区的传统堡垒,但未能在本届大选中攻下新的选区。不过,该党仍获得两个非选区议员(Ncmp)席位,虽属安慰性质,却在象征意义上维持了国会内多元声音的存在。 更值得关注的是,本届大选所处的人口背景正经历剧烈变化。新加坡人口从2000年的约300万增长至2025年的超过500万。考虑到多年来出生率持续偏低,这一增长几乎可以肯定主要归因于移民流入,尤其可能在华人群体中增长显著。这一趋势对国家的社会结构和政治生态产生了深远影响。 展望2030年大选,各政党不仅要面对一如既往的选区调整与突发的全球事件,更需正视一个不断演变的社会结构。随着越来越多新移民成为国民,选民构成日益多元,政党在政策制定与信息传递上必须更具包容性与前瞻性。他们必须同时争取老一代公民与新加坡新公民的认同,回应共同关切,并跨越代际与文化差异的鸿沟。 在新加坡持续向前迈进的过程中,其政治也必须与时俱进——反映日益多元的人口现实,同时坚守国家的核心价值观:团结、韧性与务实。 Cwc-Ai

作者:新加坡文献馆 新加坡信约引发的社会辩论不是一起偶发事件,而是李光耀政治方案中的一个重要政治过程,是李光耀为了达到一个预定的政治目的而执行的政治手段。 首先,一反往年的例行公事惯例,新加坡信约是今年国庆庆典中别有意义的重心活动,晚间0822更是全岛鸣放警笛号召国民一起站立同时宣读信约誓言。在海外的 一些新加坡外交使节也组织同步的0822宣誓。不是国家动员何来如此劳师动众之豪举?看来0822应该是人民行动党政府特别设计的群众动员活动。显然的, 其动机是在引发人民关注这一已经耳熟能详的新加坡信约。 其次,点燃此次社会辩论的官委议员是被动的在受到今年国庆庆典主席邀清的 情况下撰写有关信约的感言文章,过后在国会演说的开场白中也先提及这一段事故缘由。庆典主席虽然身份高居新加坡武装部队准将,但按惯例应该不会也不敢自作主张,这些动作想必是在按政治高层旨意办事。重要的是主席与撰稿者之间对这一信约课题有着相当的互动,所以文稿中那一部分是主席的意见而那一部分是撰稿者的观点,则只有当事者明白个中情况。看来主席与撰稿者都只是任人摆布的政治棋子,只知道公事公办未必知悉幕后操纵者的政治意图目的。 其三,官委议员原本可以单独发表个人的国事观点,没有必要以国会动议议程来引发国会辩论,可见信约辩论是高层指示。官委议员是和一名人民行动党议员联名在国会上提出有关的动议,所以人民行动党是知晓並同意动议的主要内容。前者是印裔后者是欧亚裔,两人同属新加坡少数民族,所以这是一起少数民族要求公平社会的 政治诉求。这一人选配搭应该意在反映新加坡多元社会特色。从这些政治布局来看新加坡信约辩论不会是个偶发性事件。 从09年8月 19日海峡时报网以毫无激情的平铺直叙报导内容来看,有关言论是很正面的高度肯定信约对新加坡建国的贡献,並以此为基础要求国会重申信约的重要性並承诺以 信约作为设立国家政策的准绳。很明显的这项动议是在肯定而不是非议新加坡信约,是在赞许而不是否定李光耀的政绩。诡异的是,那为何人民行动党要动员国会与 媒体资源对这一亲政府的动议口诛笔伐大动干戈? 辩论是由一名初级部长啟动,但这些都是配角的杂七杂八之声并非主调,只是在为即将登场的李光耀制造必要的社会舆论气氛。李光耀的真正意图是在根基上彻底摧毁新加坡信约多年来所塑造的相沿成习,约定俗成的新加坡意识。 李光耀是如何以及为何要重建新加坡政体? 首先,李光耀将新加坡信约重新界定为建国历程中的抱负而不是政治意识形态。李光耀表示信约追求的公平社会是不实际的政治目标只能通过长期努力去追求。这种否定公平社会的说法的目的是要让不公平的政治安排合理化。其次,李光耀更强调新加坡是一个转变中的国家,借此把原已经抵达的建国终点挪动移后,将一个已经到达的终站转换为一个中途站。这种否定旧龙门的说法让李光耀另创一个新的政体空间。换言之,李光耀就是通过这些新诠释把原本已经定型的新加坡意识解体以便从这一破坏过程中重塑一个新颖的新加坡意识。 李光耀为何要把不公平的政治安排合理化? 8月20日大马通讯 社以新加坡马来人有特殊地位为标题详尽报导了这一则新加坡政治新闻。同日,星洲日报也以公民信约不易落实为标题仔细报导新闻。马来西亚的两家报社都详细引 述了新加坡宪法中保障马来族的少数种族权益。而这些详尽的内容看来也是得益于新加坡有关当局提供的新闻稿。人民行动党政府为何要如此大费周章在马来西亚传 达这一政治信息?新加坡华文媒体不知是否也大幅度报导或解读马来人特权的课题。如果新马的新闻焦点不一,那么何以两地的新闻各有不同?更重要的问题应该是 为何尘封在宪法中44年的马来特权要在李光耀迟暮之际浮现出来?马来特权课题多年以来是新加坡政坛的禁区,任何谈论都要背负挑拨种族情绪的莫须有罪名。显 然的,李光耀之所以要把不公平政治安排合理化为的就是要让新加坡重新接受马来特权是理所当然的社会现实。 《李光耀的两道海峡两岸 难题》指出李光耀之所以向台湾的马英九喊话叫停是要利用两岸关系的空间来维持自已的国际政治资本。李光耀在西方的政治资本已经因为政治朝代的变迁而流失殆尽,淡马锡的巨额亏损就反映了李光耀已经完全失去了取得西方资讯的优势。印尼苏哈多时代结束后李光耀在东盟的政治资本也快速流失,原本寄以厚望的泰国达信 政权倒台后,如今台海两岸关系是李光耀唯一的国际政治空间。李光耀不愿意大中华区早日落实,因为这种地缘政治将进一步消化李光耀残存的国际政治资本。这一 国际政治资本是李光耀维持自已和马来西亚重新谈判新马合并的政治筹码。明显的,过气政客是没有讨价还价的余地。看来李光耀确实是非常在乎并且十分努力的争 取自已在新加坡历史上的定位。 《李光耀走访大马所为何事?》解读李光耀走访马来西亚的原由与政治目的。在这些政事轨迹上,新加坡 信约辩论应该是李光耀北行大马的后续发展;把不公平的政治安排合理化则是此次北行的实质政治结果。显然的,李光耀对政治思维进行必要的修正是在为新加坡重 返马来西亚作好准备,因为在当年导致新马分家的各种错综复杂的因果中,马来特权是一个很突出的无法妥协的争议。回顾新加坡历史,1963年李光耀以冷藏行 动清算新加坡华人政治来作为和巫统马来政治进行政治交易的条件。从新加坡信约辩论的政治过程中看出,如今的李光耀应该是愿意以新加坡允许马来特权作为和巫 统进行新一轮政治交易的条件。 新加坡意识此后何去何从?新加坡意识是否会在不久之后走入並消失在马来西亚历史之内?这一个疑虑除了李光耀之外无人有资格解答。这就是李光耀政治在新加坡本岛至高无上的具体表现。如此高龄的政治老人在今时今日还是如此执着的要操纵新加坡的明天与未来。 这是一件值得庆贺又或者是件极其悲哀之事?看官,您有主见吗?那您的看法又是如何?  Read More →

作者:康世人 (台湾 中央社) 22/10/09 根据美国「商业周刊」引述联合国开发组织(UNDP)最新报告中有关基尼指数的评比报导,新加坡仅次于香港,是全球贫富差距第二大的先进经济体。 UNDP将先进经济体的基尼指数(Gini coefficient),以0到100分来计算,0代表最平等均富,100则是贫富差距最大。 结果,香港以43.4的基尼指数评分,成为这份报告中全球贫富差距最大的先进经济体;新加坡则以42.5的评分紧追香港之后,成为全球贫富差距第二大的先进经济体。 报告指出,贫富差距较大的前11个先进经济体,除了香港、新加坡之外,其余大多是西方国家,它们依序是美国(40.8)、以色列(39.2)、葡萄牙(38.5)、纽西兰(36.2)、英国与意大利(同为36)、澳大利亚(35.2)、爱尔兰和希腊(同为34.3)。 报告说,斯堪的纳维亚半岛国家、日本和捷克,则是最均富的先进经济体。 报告指出,香港会成为贫富差距最大的先进经济体,可能是因为当地有较多百万美元富豪所造成的;这与新加坡是因部长级以上领取全球官员最高薪、和低收入者是因廉价外劳大量被引进而压低薪资所造成的贫富差距,两者有所不同。 根据「 富比世」(Forbes)杂志今年3月公布的亿万富豪报告,香港有19名亿万富豪,新加坡只有二名。 但是,香港特首曾荫权的年薪约为51.6万美元,约为新加坡总理李显龙年薪205万美元的1/4左右。 根据标榜是新加坡最公正、独立的网络媒体「The Temasek Review」分析报导,错误的宽松移民和外劳政策,导致廉价外劳和移民大量涌入新加坡,不但压低中、低收入劳工的薪资,也让房价和物价造成通货膨胀,进一步扩大新加坡的贫富差距。 根据官方先前披露的一份报告,新加坡薪资最低的20% 阶层,在过去10年薪资停滞不前;但已经是全球部长级官员最高薪资的新加坡,却于2007年将总理和部长调高薪资25%到60%,让贫富差距更加扩大。 对于这种贫富差距不断扩大的现象,新加坡内阁资政李光耀19日晚间在新加坡国立大学的演说中认为,这是全球化之下「不可避免」的现象。 来源:http://www.cna.com.tw  Read More →

Apathy in Law Society elections: 4 candidates for 8 seats

From our Correspondent There were only four nominations for eight available seats during the Singapore Law Society's annual elections last week. Law Society president Michael Hwang and Mr Leo Cheng Suan, both incumbents, were returned unopposed in the three seats for the Senior Category which is for lawyers in practice for at least 12 years. Lawyers Anand Nalachandran and Laura Liew were the sole nominees in two other categories for those who have clocked fewer years. The lack of interest in the Law Society among lawyers and the general public is hardly surprisingly. Unlike its counterpart across the Causeway, the Malaysian Bar Association which has been active in speaking up on social and political issues of the day, the Singapore Law Society has been relegated to become more of a social club. The Law Society is a toothless tiger with no bite. The voice of the law profession is muzzled by the Legal Amendment Bill introduced in 1986 to prevent it from commenting on legislative and policy matters unless its opinion is specifically sought after by the government. In 1986, then Law Society President Francis Seow was staunchly opposed to the Bill and went on a televised debate during a parliament select hearing with Prime Minister Lee Kuan Yew. The Bill was subsequently passed in Parliament and Mr Seow was detained for two months under the Internal Security Act for being "implicated" in the controversial "Marxist conspiracy". He now lives in the United States where he is a visiting professor of Law at Harvard University. Since then, the Law Society has faded away gradually from public view altogether. Few Singaporeans are remotely aware of its existence. When Philip Jeyaretnam, a son of the late opposition scion J.B. Jeyaretnam was the Law Society President, he tried to persuade the government to amend the Bill to allow the Law Society more leeway to comment on legislation introduced by the government. His proposal was shot down almost immediately by the Law Minister K Shan who saw the move as a pretext for the Law Society to "interfere" with domestic politics. Former Law Society president (1995 to 1997) Chandra Mohan Nair, likened it to political apathy in Singapore which is a result of a systematic "de-politicization" of all segments of society under the draconian rule of the PAP. Like Singaporeans from other professions, Singapore lawyers are more concerned about making money than getting themselves involved in politics which explains the apathy pervading the entire Law Society. The Law Society should take a leaf out of the Malaysian Bar Association's book and do much more to advocate the rule of law, human rights, justice and democracy in Singapore.  Read More →
