新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

MICA: Zahari’s 17 years remains banned as it is “against public interest”

From our Correspondent Zahari's 17 years, a film made by film-maker Martyn See became the the first to be banned under section 35(1) of the Films Act which allows the minister to order a ban if he "feels" the work is "against public interest". Mr See, 40, had directed, shot and edited the 50-minute piece, which consists largely of an interview with Mr Said, who was detained from 1963 to 1979, and who now lives in Kuala Lumpur. The ban stays because the film gives a 'distorted and misleading portrayal' of his arrest and detention under the Internal Security Act (ISA), said Mrs Julia Hang, the press secretary of Mica's Acting Minister, Rear-Admiral (NS) Lui Tuck Yew. Mica had reassessed the film following Mr See's request to Rear-Adm Lui last month, to review the ban imposed in 2007. In his letter, Mr See requested that Rear-Adm Lui state clearly which portion of the film he deem to be of "against public interest" which was not explained in MICA's answer. Mr See claimed that the film has been watched by over tens of thousands of people over the internet since it was banned in 2007 and there was no evidence that confidence in the government is undermined as a result of the film. Said Zahari was the third longest political detainee in the history of Singapore. One of the PAP's founders, Dr Lim Hock Siew, was detained for 19 years. Chia Thye Poh, a Barisan Sosialist MP, was detained for 32 years, longer than former South African President Nelson Mandela. Singaporeans need to know the real reasons behind their lengthy detention when the communist threat had receded after 1960 with the Communist Party of Malaya (CPM) taking flight into southern Thailand. In his memoirs released 2 years ago, CPM's former Secretary-General Chin Peng categorically denied that these political detainees, including Lim Chin Siong were ever official members of the CPM. Furthermore, with the collapse of the Soviet Union and the communist bloc in 1991, Chia was still under detention for another 7 years. It will be good for future generations of Singapore to revisit and re-examine the activities of Singapore's notorious ISD and hear the first-hand accounts from Singapore's very own "prisoners of conscience". Mr See may be interested to produce another film on Dr Lim Hock Siew or Mr Chia Thye Poh. It is definitely in public interest (but not the PAP's) to study if injustices were perpetuated in their prolonged incarceration without trial. Official reply of MICA to Martyn See: Appeal to review ban of Zahari's 17 years. We refer to your email dated 22 Sep 09 in which you asked for a review of the film, Zahari's 17 Years, which is prohibited under Section 35(1) of the Films Act. We have given your request due consideration. The prohibition stands as the film gives a distorted and misleading portrayal of Said Zahari's arrest and detention under the Internal Security Act (ISA) and is an attempt to exculpate him from his past involvement in communist united front activities against the interests of Singapore. The film was assessed in its entirety, and every part of the film should be taken in the context of the entire film which presents a distorted portrayal of Said Zahari's arrest and detention under the ISA. On why the anti-Islam film Fitna was not gazetted, the reason is that the film was never submitted to the Board of Film Censors (BFC) for classification. It is not practical and realistic for the BFC to review films that have not been submitted to it. Original Article published in Temasek Review HERE 译者:冀居·谢 在保持一个礼拜沉默之后,后港区国会议员刘程强先生终于指责执政党和建屋发展局在宣布该区电梯翻新计划时不光彩地撇开他。(在此点击阅读刘先生 原文) 人民行动党的后港区基层顾问和上届大选败将——刘锡明先生在上星期一项有关该区组屋获得电梯翻新的发布会上抢了所有的功劳。 刘锡明先生向媒体说: “虽然我没有当选,不过我还是不断游说有关当局,特别是国家发展部马宝山把电梯翻新带到后港来。现在这个计划终于得以实现,我感到非常的欣慰。” 刘程强先生显然不爽这个爱出风头的对手,他说: “建屋发展局把宣布电梯翻新的重任交给该区的基层顾问,是觉得他能够反映民情、确保计划适合居民、可以即时为民提出改善计划以及获得居民的支持。 那么建屋局又是基于什么假设,认为一个由选民推选出来的国会议员没有这样的能力,甚至连一个顾问都不如呢?” 较早前,建屋局和人协在海峡时报言论版回答时说:“这是一路来政府通过基层组织顾问来宣布主要国策的做法,他代表政府去收集民情。” 国家发展部长马宝山,1984年在波东巴西区输给詹时中,随后从“后门”溜进国会,甚至还大言不惭地说他不会让非行动党议员来宣布电梯翻新计划: “我不要那些议员……非来自行动党的去解释电梯翻新计划是怎么一回事,为什么我们需要共同负担,和共同负担怎么执行。所以这些经常都是顾问的工作,这次也不例外。” 刘程强先生于是继续指责建屋局“不尊重”公民的选择,转而与行动党败将勾结,拿他来代替合法和正当的民意代表。 他的结语是:“这让我们看到执政党有多尊重人民在大选所发出的声音,以及我们的民主有多成熟。” 一个原本超党派的政府体制,被行动党破坏了来削弱反对党议员的威信,难免会减损公众对执政党的信心。 在我们这里的一项民意调查,从超过500份回应中,有96%同意电梯翻新计划应该由该区反对党议员宣布,而不是行动党的败将,或者他们所谓的“基层顾问”。 有位被激怒的新加坡人,默罕默德先生(Mr Muhammad Yusuf)几天前给海峡时报言论版写了封信,直接调侃刘锡明和行动党波东巴西基层领袖司徒宇斌出来宣布电梯翻新计划。(点击这里阅读 原文。) 他写道: “刘(锡明)先生说他出来宣布这项计划,是行动党选区的一贯做法,因为这些都是有基层顾问领导的。 “我的问题是:刘先生和司徒先生是被谁选出来当基层组织顾问的?既然人民协会是法定机构,本来就是要和选区当选议员合作无间嘛。” 许多网民也质疑建屋局和人协的政治立场,它们本该是不涉政治和中立的政府和法定机构。 网民rointan1质疑人协的中立性: “桑加(Sanjai Devmurari,人协代表), 你并没有解释为何人协要在反对党选区指派行动党成员当‘顾问’? 为什么在82个行动党选区里,基层顾问都是当选的行动党议员,然而后港和波东巴西却例外? 你就直截了当承认人协根本不是超党派,而只是行动党的工具罢了。” 网民Commentator也对人协参与市镇理事会行政提出疑问: “市镇理事会的行政关人协什么事? 人协是政府法定机构,并不是行动党的组织,所以不能像行动党社区基金那样开办幼稚园。 因此,人协如果认定只能与行动党顾问合作,而不是后港和波东巴西区当选议员合作的话,等于是这个人民公仆选边站,我相信这是违法和不允许的。 只有在新加坡如此出格的行为才不必为后果负责。” 网民Legoass 坦率地指出: “这两名小丑是知其不可而为之!人协和建屋局都为行动党竭诚服务。” 经过44年的PAP一党独大,政党和国家的定义已经逐渐模糊。 执政党正狡黠地利用国家资源来稳固自己的地位和削弱反对党的势力。 举例来说,臭名昭彰的选区划分委员会由执政党总理亲自下令,不断地地修改选区边界来冲淡和拆散各区的反对势力。 直接的效果是,自1988年集选区制度实行以来,反对党都没办法分一杯羹。那年以及之后的1991年,友诺士集选区都让行动党以50.1%险胜。可是到了1997年大选,这个区突然“消失”了。 同样地,大选热区——静山集选区,1997年大选行动党以55%赢得好惨,自此之后在选区图上失去踪迹。 新加坡选举委员会隶属总理公署也启人疑窦,它应该是个独立的超党派机构。 由于财政权握在他们手上,行动党经常恐吓选民,如果不选入他们的人,这些选区将不获得翻新,任其变成贫民窟。 两个反对党选区,后港和波东巴西已经错过多次的翻新,尽管那里的选民也缴税和履行国民服役的义务。 尽管很多新加坡人不满执政党如此操纵制度来苟延统治,然而能够做的其实并不多,因为警察、媒体和基层组织都紧紧握在他们手上。  Read More →

《白衣人》阅读随笔四:话说李光耀

作者:新加坡文献馆 李光耀最令人迷惑不解之处是为何要等到2009年才否定已经公认是史实的一节小片断:李光耀是凭借杜进才投了额外一张主席票而登上总理权位。自1970年 Thomas Bellows 的论文以来就是如此说法。1999年《李光耀的将领》也是以这一段历史故事在媒体上作为新书宣传的重点。那么,李光耀何以在10年前对这一历史论述无所反驳?或许修正历史的必要性源自近两年来沧海桑田的时事变迁。 故事书的第11章是讲述这一段历史过程,然而,其中并没有交代为何李光耀要修正历史,作者们要不是忽略了这个问题的政治意义就是完全不知道个中原由。书内引用拉惹勒南‘没有投票,根本不需要这样做’ 的这一句话令人费解,因为1994年拉惹勒南诊断出老人痴呆症,2001年已经全然无法交谈,所以这一个针对性的答问,不知有何文献档案根据?此外,这一 章除了对已经在新加坡政坛消声匿迹44年如今84岁的王永元再度羞辱之外就于事无补,因为指出王永元的‘罪状’并无助于肯定李光耀修正历史的正确性。 从客观的角度来看人民行动党历史,王永元是党的功臣不是罪人,因为人民行动党是得益于王永元当市长期间塑造出来的‘清廉有效率’形象,才夺取了1959年的胜利。这一说法在新加坡文献里已有共识并无争议。今天的人民行动党不是还在消费这个由王永元累积下来的政治资本?王永元之所以沦为十恶不赦的罪人只是因为 他挑战了李光耀的政治地位。 李光耀要修正历史必然有所图谋,但所为何事?却是令人万分迷惑,之所以会如此或许是因为外界无从知悉李光耀的隐讳。然而,从此地无银三百两的心态来看,李光耀心中应该是有些不可告人的顾虑。这其中一个极可能的顾虑是,李光耀所知道的真实新加坡和媒体塑造 的虚拟新加坡,两者之间有所落差。落差的大小反映李光耀顾虑的大小,因为这幅度就是人民行动党所必须支付的政治成本的多少。更重要的是,一旦有大落差出现则人民行动党所谓的透明度,清廉公正,和第一世界高效率政府的形象就沦为不过是骗子的玩意儿。无疑的,这种结局将全盘否定李光耀的历史定位。 如果这一解读有其道理,那么,李光耀是有必要设法在新加坡真相显现之前设计并落实应对之策,以减免虚实落差对人民行动党的破坏程度,避免全党崩溃的厄运。 在这种构想下的李光耀困境是什么?李光耀始料不及的是李显龙的重塑新加坡运动以及何晶的出掌国家金库都没有预期的正面效果反而成为他的最大政治包袱,因为李何出掌国家重任带来的所谓李家王朝的政治形象有其一定的政治代价。姑且不论李家出掌国家重任的种种是是非非,因为这个议题不只极具争议性也是见仁见智之说。然而,对李光耀而言,李家王朝对他的历史定位有何正反影响应该是他最为关切的大事。回顾1965年新马分家,李光耀耿耿于怀因为‘这是我一生的奋斗 ’,可见李光耀的人生意义就取决于他在政治事业上的成败。这也应该是李光耀在面对这个困境时,为何无论如何都要先行巩固自己历史定位的基本原因。 李光耀要完全摆脱这一个负面政治代价的最有效方法是解散李家王朝。舍此之外的次佳选择是否定李家王朝所涵盖的公私不分与假公济私的形象,因为这正是其倍受争议之处。公私一旦分明则李光耀即可接收李显龙和何晶的功绩亦可切割其祸害;战略上攻守兼备处境上居二望一不失为一个上策。从此点看来,李光耀是有必要彻底抹去带有浓厚为私色彩的李家王朝形象以局限其政治成本。 此外,李光耀也强调新加坡精英文化下由最佳资历人选出掌国家资源的遴选标准。让资源分配制度化亦可以减缓不良政治后果对李光耀的冲击。李显龙是由吴作栋推荐,何晶是由丹那巴南推荐,两人都是以最佳资历人选上阵,当然,这一制度 化的遴选过程也强化了李何出掌国家重任的正当性;即便这是错误的选择。 在这一个重新界定历史的政治过程中,李光耀有必要先从自己出任总理一职开始,因为历史发展有其轨迹所以修史要从源头开始。李光耀要如何落实这一个历史的改变? 故 事书内引用李光耀的说话:‘…我必定会成为领导者’‘(总理)是一份没有人要的工作,谁会要这份工作?…这并不是我本来要做的工作’。这说话有两层含义, 其一,因为没有人比李光耀更有资历领导人民行动党,所以李光耀是领导新加坡的唯一最佳人选。这塑造了最佳人选出任总理的先例。其二,因为没有人愿意出掌这份艰巨的工作,所以李光耀是挺身而出为国效劳。这塑造了李光耀做出个人牺牲为新加坡服务的大公无私精神。这其中的关键是点出李光耀的所作所为都是为了新加坡的好处,当然,这其中也包括了允许李显龙和何晶的出任高职。 显然的,李光耀一旦登上了道德上的据高点,那么,李光耀在新加坡历史上就必然无往不利,不仅有效解决了李家王朝的政治形象困境,也为自己在新加坡历史上,比如新马合并历史的悬案上提供了解套的有力说法。要验证这一理论的 可行性,不妨回顾新马分家历史,看看这一说法是否有利李光耀的历史定位? 故事书的第18章是叙述新马分家的历史过程。书内的新说法是引用澳大利亚的文档把分家的重点移到吴庆瑞身上。这种表面的分析忽略了李光耀和吴庆瑞之间的主事与代理关系。事实上,李光耀和马来西亚的关系非常恶劣,所以改由吴庆瑞主理新马双方沟通事宜是正常的现象,不表示吴庆瑞取代了李光耀的职权。吴庆瑞亦没有必要额外分担李光耀的历史责任。此外,当时纠缠不清 的问题中主要还是双方的经济利害关系,这一块本来就是吴庆瑞的任务。 总体而言,这一章的选择性故事叙述不仅片面也颇具误导性,因为真实的历史并非如此单纯。新马合并与分家的这一时段是新加坡历史篇章中最为复杂的政治过程,其中还有好些悬而未决的事件。 故事书通过两个提问尝试把分家的历史责任往吴庆瑞的身上挪:当吴庆瑞选择分家时,他是否超越或者不顾李光耀的指示?这位前财政部长是否有去尝试寻找新的宪制 安排以让新加坡留在马来西亚?第1个问题是无中生有,因为向当事人直接询问就可以为读者解答疑团,何需多此一问?策2个问题涉及新加坡是否能够另有安排以留在马来西亚;坊间已经有好些文献探索了这个问题。 根据 Lam & Tan (1999: 205)的第120注脚:Noordin Sopiee 说:‘…最后的建议中有一项是,中央政府计划接受两名人民行动党的部长,吴庆瑞博士和林金山加入联盟政府,以换取李光耀接受委任成为马来西亚驻联合国大使 ’。而根据杜进才:‘有这些建议,我听说,是问林金山,他是否可以协助他们兴建公共组屋,但他拒绝了。假如他接受这个建议则事情的结果会不一样。杜进才在 1998年的访问时申辩说,如果东姑有邀请林金山或其他人民行动党领袖成为联邦部长,那意味人民行动党是巫统的盟友而不是国会里的反对党。这样的话新加坡 就可以避免从马来西亚分割出去’。 根据James Minchin (1986: 153):‘对于这些建议,不论是联盟政府或者是李光耀,他们都没有认真的去考虑’。T J S George (1973:83):‘李光耀只愿意接受两年的委任,这意味李光耀可以靠联合国舞台成为国际人物,这种想法让联盟领导感到威胁因而终止计划’。 Melanie Chew (1996:95) :‘李光耀对这个构想不感兴趣,从总理的职位退下来后被派往纽约担任大使’。 这些都是零星的资料不能证实或者否定当年的政治谈判过程,但反映了一个基本状况:李光耀是落实新马合并的绊脚石,要如何处理李光耀的政治职责是解决这一难题的关键点。一个简单与合理的疑问是:如果说独立新加坡政体是个政治玩笑,新加坡一定要和马来西亚合并才有生存空间,那么,人民行动党为何不撤换总理来纾缓和巫统的矛盾从而留在马来西亚?换言之,李光耀为何要继续担任总理从而导致新加坡脱离马来西亚?这就是新马分家历史上的一个悬而未决的问题。拉惹勒南对分家一事的无可奈何反应是:‘我们言而无信,亦否定了自己的(合并)理论’。 由此可见,塑造了李光耀大公无私为新加坡建国效劳的精神面貌,可以让李光耀盘踞道德上的据高点,从这一个高点来看,李光耀的决策都是合乎情理的,因为他的作为都是在维护新加坡的好处。因此,李光耀继续担任总理和新加坡脱离马来西亚都是为新加坡未来前途着想的合理政治决策。在这一个层面上,人民行动党对新马分家的一个可能解释是,只有马来西亚人的马来西亚才能让新加坡享有发展空间。而当前新马两地的经济表现差异就是这一个解说的有力证据。 李光耀修正历史必有所为,但所为何事却令人难以理解。李光耀要抢攻道德上的据高点之说,也只是各种解释中的一种学术性解读。  Read More →
