新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

2025年大选结果无可争议,政府再次赢得了强有力的授权,稳固了其在新加坡政治格局中的主导地位。尽管选举结果并不令人意外,但胜利的过程却并非没有争议和复杂性。 值得注意的是,选区划分的变化在本次选战中发挥了重要作用。陈清木医生与徐顺全医生等资深反对派人物,因选区重划而受到显著影响——传统支持基础被分割或并入他区,无疑左右了某些关键选区的最终结果。虽然选区调整在新加坡选举历史上并不罕见,但其公平性与透明度仍持续引发讨论。 工人党虽稳守东北区的传统堡垒,但未能在本届大选中攻下新的选区。不过,该党仍获得两个非选区议员(Ncmp)席位,虽属安慰性质,却在象征意义上维持了国会内多元声音的存在。 更值得关注的是,本届大选所处的人口背景正经历剧烈变化。新加坡人口从2000年的约300万增长至2025年的超过500万。考虑到多年来出生率持续偏低,这一增长几乎可以肯定主要归因于移民流入,尤其可能在华人群体中增长显著。这一趋势对国家的社会结构和政治生态产生了深远影响。 展望2030年大选,各政党不仅要面对一如既往的选区调整与突发的全球事件,更需正视一个不断演变的社会结构。随着越来越多新移民成为国民,选民构成日益多元,政党在政策制定与信息传递上必须更具包容性与前瞻性。他们必须同时争取老一代公民与新加坡新公民的认同,回应共同关切,并跨越代际与文化差异的鸿沟。 在新加坡持续向前迈进的过程中,其政治也必须与时俱进——反映日益多元的人口现实,同时坚守国家的核心价值观:团结、韧性与务实。 Cwc-Ai

Anybody keen to help us translate it to English for our non-Chinese readers?] 新加坡模式是否泥菩萨过江?新加坡模式是否还有剩余的学习价值? 新加坡媒体向来颂扬人民行动党政府的精明能干。其中2008年11月30日的一篇报导就是很典型的文字:‘中国自改革开放以来,很多领导人都访问过新加坡, 也借鉴了新加坡许多行之有效的具体做法。近年更有不少官员、学者、记者,对人民行动党和新加坡的政治模式深感兴趣’。显然的,人民行动党以及其支持者都认为新加坡模式是可行的,可以作为其他发展中国家的制度参考。李光耀在2000年的《从第三世界到第一世界:新加坡的故事》就是记述李光耀的成功经验。 然而,新加坡模式的可行性早在多年前已让西方学者们置疑。2008年诺贝尔经济学得奖者波克鲁门在1994年的一篇经济评论里已经否定了有所谓的亚洲经济奇 迹这一回事,认为新加坡的经济成长得益于外来投资增长而非经济生产力的提升。同样的,美国政治学者亨廷顿向来置疑新加坡的政治体系能够在后李光耀时代持续 下去。事实上,新加坡政府所制定的经济政策只是一些必须而不是成功的条件,所以新加坡的经济表现并不取决以人民行动党政府的政策。 新加坡有什么经验值得学习?21世级网在2008年12月30日的一篇网上文章《新加坡好榜样》是对一名新加坡国立大学学者的访问报导。其中部分内容是:‘ 新加坡对中国的影响…中新苏州工业园区…新加坡主权投资基金和淡马锡模式… 30年来李光耀一直…为中国政府领导人提出诚恳的建议…李光耀也认为新加坡对中国最有价值的不是硬件方面,而是软件方面,他在这方面影响了邓小平…邓小平 说要向新加坡学习,不仅仅是新加坡经济比较发达,还有它良好的社会秩序’。 真实情况是否确实如此?中新苏卅工业园对新加坡而言是一个彻底的失败经验。1994中新双方签约开发工业园,1997年中新双方发生严重的意见分歧,1999年中新双方同意由中国接手工业园计划,2001年 1月1日苏卅地方官员正式接管工业园。新加坡在签约后不到3年时间即和中方发生严重争执,隔年即1998年即萌生退意。这是一个什么样的新加坡成功投资模 式?这个模式在招商和工业开发等软件上为中国作出了那些贡献? 新加坡经常沾沾自喜的重复提起邓小平要向新加坡学习的谈话。香港的阮次山在2004年7月8日表达了对这起事件的看法:‘中国方面…一直以来便心存同胞情、宽待李光耀,不但礼遇有加,而且恭维有加,常称要 学习 “新加坡经验”,李光耀也常信以为真,经常向中国官员推销 “新加坡经验”。其实,管理一个300万人口的 “公司似” 国家的经验很难移植到一个960万 平方公里,拥有13亿人口的国家,中国官方的客气,宠坏了新加坡人’。事实上,邓小平只兴趣于‘新加坡的社会秩序管得严’。说白了邓小平看中的仅是新加坡一党专政的非典民主治国经验。 制度是很难转植的,更何况新加坡的国家财务制度是建立在强权政治的基础上,并非其他政府可以或者应该学习的对象。GIC和淡马锡所掌控的雄厚资金往往让外界误会,以为这是人民行动党政府的成功表现。这仅是一种错觉,真实情况末必就是如此。 在经济学里财富可以来自创造和转移;前者是通过市场竞争以价格重新分配资源,后者是利用政策权力以规划资源重新分配。前者是创业致富,后者是榨取致富。换言之,创造财富是经济行为是才干的表现,转移财富是政治行为是权力的表现。 以政府出售官地为例子:在香港所有售卖官地所得全数用于政府开支,而在新加坡的售卖官地所得全数收入储备金。两种不同的政策结果为,香港是取之社会用之社会,新加坡是否取之社会用之GIC? 那么,是香港模式还是新加坡模式更符合民主社会定义? 此外,新加坡的许多官地是来自政府以低廉价格强制征用的民地。2003年6月26日的海峡时报就登载了一则土地征用新闻:政府以区区各1元征用两片约200 平方米的土地,其中一片还是永久地契的土地。这个土地征用个案就是典型的财富转移;政府支付的1元现款只是为了满足法律上的转让程序,并不是土地的市场价 格。人民行动党政府是创业致富又或者是榨取致富? 1965年,李光耀在新加坡独立后就立即着手修改宪法中必须以合理赔偿征用民地的原有条文。从1965年到2008年的43年里,人民行动党政府累积了多少售地储备金?显然的,这项储备金在实质上就是民脂民膏。 新加坡模式也似乎代表了令外界羡慕的高效率行政。那么现实又如何呢?新加坡的电子公路收费制度经常里里外外的被赞为世界第一。首先,这个构想源于英国并非新 加坡原创。其次,新加坡之所以能够施行这个制度,也无非是反映了政府与人民之间的强弱关系;在政策上,人民无力抗拒而人民行动党政府可以为所欲为。人民行动党政府在上世纪的70年代初即已经开始采用这个制度。这30多年来政府收取了多少公路费?而新加坡的交通阻塞现象又有了多少改善?时至今天公路交通拥挤 现象还是历久长新。电子公路收费是交通管理又或者是国庫收入机制? 新加坡的这些土地与交通制度值得其他发展中国家模仿吗? 新加坡模式里塑造人民和政府关系的主轴是公共组屋和公积金。这並非新加坡社会福利制度也不值得模仿。首先,李光耀十分厌恶福利制度认为穷人有贪得无厌心态, 其二,救济是浪费宝贵资源。其三,李光耀也认为社会财富不均可以刺激穷人去努力工作有助经济发展。可见,新加坡模式并不包容社会福利的空间。 新加坡普通人民的两项最珍贵的产业是组屋和公积金。然而,从经济产权理论的私产定义来看这些所谓的私人拥有产业在实质上应该是属于公产;政府的产业。这是因为组屋的特性不符合私产定义的3个必须条件:自由使用权,自由转让权,自由赚取收入权。 在组屋产业上,人民最显著的使用权仅是有条件的居住,其他一切的产业使用权,转让权和收入权都要受到建屋局条例的约束;把组屋和私人公寓业主的自由决定权力对比就明显知道什么是私有经济产权。 组屋有合约保障吗?在集体重建法律下,原有的99年组屋契约是可以随时终止的;政府让你搬迁你就得搬迁。很清楚的,合约双方中的1方如果可以随时终止并回溯修改合约内容,那么他就必然是真正的经济产权拥有者;也就是实质的业主。简言之,人民是住户,政府是业主,虽然付銭购屋的是人民。 银行户头和公积金户头也不一样,前者可以自由使用,自由转让以及自由投资等等,而后者明显的并不享有这些私有经济产权的好处。 李光耀以廉价征用民地的政策结果等同在财富上清算本土资本家,是导致本土经済彻底失败的主要原因。此外,看看中国在短短的30年里制造了多少个亿万富豪的成绩,不就可以知道在人民行动党政府的治理下,新加坡人的致富机会早已消失无踪?在新加坡的社会里,白手起家已经是一个古老久远的神话。 新加坡模式的政治后果是很鲜明的。当政府完全控制了人民拥有的最珍贵资产后,政府也就控制了人民的生活和思想。在这种强弱关系架构下,在经济上人民沦为生产 因素里的数据。在政治上人民更要确保执政党的政权稳固,因为民地的拥有权和公积金的着落都是操纵在政府与官僚体系的手上。这也是人民行动党之所以能够长期一党专政的主要因素。 由此可见,新加坡模式并非民主,而是一个反向的社会主义模式。按社会主义理论是:人民当家作主,政府为人民服务。而新加坡模式是:人民行动党当家作主,人民为政府服务。显然的,那些要追随民主政治和市场经济的国家,肯定是不乐意也不应该学习这种款式的新加坡模式。 那么,新加坡模式的本质到底是什么?李光耀在2006年12日接受《财经》访问时坦言:新加坡模式无本质可言但有能力持续按世界的改变而改变。这个说法可以合理的被解读为新加坡模式无本质可言但具有风向鸡的特色:随局势方向改变而改变。因此,如今是东风起劲,鸡头当然是在向东张望。 早年新加坡是以一夫当关万夫莫开的雄姿作为西方资本世界在东南亚的反共先锋。1963年,李光耀的‘冷藏行动’就是要避免新加坡沦为‘第三中国’。曾几何时,2004年11月台湾的陈唐山用台语批评:鼻屎大小的新加坡在捧中共的卵葩。此一时也彼一时,具体体现了新加坡模式的风向鸡本色。回顾历史。风向鸡本色是新加坡模式不可或缺的特性,更是其精神面貌。务实主义的另一个层面就是机会主义:见风使舵。 然而,这种不讲原则只求功利的治国模式肯定不会被那些具有政治思想意识以及爱国精神的民族文化所接受。在国际政治里没有国家会为了短期利益而出卖政治信仰或者牺牲爱国精神。换言之,作为后殖民政体的新加坡模式,即没有民族文化的政治信仰也缺乏应有的爱国精神。让一个有民族文化的社会去接受一个没有民族文化的新加坡模式是件匪夷所思的事 情。那么,新加坡的这一种不成熟的政治模式会有国际市场吗?新加坡模式的偶像化只是新加坡传媒的玩意儿,不能当真。 无人可以否定 李光耀绝顶聪明,善于随机应变;早年李光耀的生存主义就是强调改变的必要性。诚然,对新加坡模式了如指掌的李光耀知道他一手塑造的新加坡模式早已开始走向 没落。旧版新加坡模式看来是一个贬值的模式。因为上世纪末的金融危机和中国经济的崛起已经在本质上改变了世界政治经济的格局。然而,缺乏政治与经济资源的 新加坡社会无能改变原有的社会约束以适应新时代。因此,2002年李显龙的重新塑造新加坡运动就是试图制造第二版本的新加坡模式以配合新的世界现实。 2005年李光耀宣布儒家价值观过时了。2006年李光耀提出了新加坡模式无本质论。这种政治技俩无非是在为改弦易辙造势,方便与日后的新社会思想接轨,更是要为旧版本制造体面的下台阶。人民行动党向来就是谋而后动。 新版新加坡模式是青出于蓝?或者是一蟹不如一蟹?至今的测试版新加坡模式看来还是走不出投石问路的阶段,捉拿不定方向。新加坡制造业如今高不成低不就,即没有顶尖人才进行科研也不具成本竞争优势。新加坡的高薪精英团队在中国不敌区区的苏卅地方官员,所以新加坡制造业要以中国为经济腹地的构想也不翼而飞。 政府投入大笔经费引进与推动的生物科技业不就出现了双头马车?不同官员各自坚持自已的科研方向。用巨额科研经费招来的世界级科学家在玩走马灯游戏人来人往,却不知道他们是否交出了什么突破性的世界级科研成果? 第二支翅膀早一阵子高飞得不亦乐乎如今看来是摔得不轻,部分投资不就沦为长期投资?这不是等同在说要让以后的政府去收拾烂摊子吗?20-30年后是谁的天下?谁会是受益者? 然而,在今天来看,期待按时拿回退休老本的人士或许会有面对不可预知的公积金政策改变风险。 IT2000科技岛计划如今下落不明。2005年李显龙宣布建赌场。2006年新加坡成为避税天堂和洗黑銭中心。谢国忠指出新加坡是一个经济失败的国家靠洗黑钱繁荣起来。在台湾人的心目中新加坡和一些第三世界一样是洗黑銭中心。2008年被政府拒绝多年的F1赛车终于以兴奋的心情开赛但却以雷声大雨点小的结局收场。如 今意大利的赛车界更置疑举办街道赛是否明智? 2010年当新加坡合法开赌后,性经济是否也会随之合法的市场化?新加坡沦为洗黑銭 中心的下场已经让人悲哀,往垃圾堆里寻出路更是令人心寒,新加坡的超高薪精英是否已经江郎才尽? 新版新加坡模式是否正在走向‘吃喝嫖赌’的‘不管黒钱黄銭只要能赚钱’模式?新加坡是否会堕落成一个笑贫不笑娼的务实新社会?这或许也就解释了李光耀为何要说儒家价值观不合时宜了。 在当今的金融大风暴吹袭,全球经济放缓的大气候下,新加坡模式是水里的泥菩萨。新加坡模式的剩余价值是作为反面教材:一党专政一人政党不利社会长期发展。后李光耀时代已经开始,新加坡必须走向政治开放;塑造一个百花齐放的社会是让新加坡脱胎换骨的唯一可行方向。但愿泥菩萨瓦解后泥潭中会生长出出污泥而不染的清新荷花。  Read More →

Associated Press, 9 October 2009 President Barack Obama won the 2009 Nobel Peace Prize on Friday for "his extraordinary efforts to strengthen international diplomacy and cooperation between peoples," the Norwegian Nobel Committee said, citing his outreach to the Muslim world and attempts to curb nuclear proliferation. The stunning choice made President Obama the third sitting U.S. president to win the Nobel Peace Prize and shocked Nobel observers because Obama took office less than two weeks before the Feb. 1 nomination deadline. President Obama's name had been mentioned in speculation before the award but many Nobel watchers believed it was too early to award the president. "Only very rarely has a person to the same extent as Obama captured the world's attention and given its people hope for a better future," the committee said. "His diplomacy is founded in the concept that those who are to lead the world must do so on the basis of values and attitudes that are shared by the majority of the world's population." The committee said it attached special importance to President Obama's vision of, and work for, a world without nuclear weapons. "Obama has as president created a new climate in international politics. Multilateral diplomacy has regained a central position, with emphasis on the role that the United Nations and other international institutions can play," the committee said. Theodore Roosevelt won the award in 1906 and Woodrow Wilson won in 1919. Former President Jimmy Carter won the award in 2002, while former Vice President Al Gore shared the 2007 prize with the U.N. panel on climate change. The Nobel committee received a record 205 nominations for this year's prize. In his 1895 will, Alfred Nobel stipulated that the peace prize should go "to the person who shall have done the most or the best work for fraternity between the nations and the abolition or reduction of standing armies and the formation and spreading of peace congresses." Unlike the other Nobel Prizes, which are awarded by Swedish institutions, he said the peace prize should be given out by a five-member committee elected by the Norwegian Parliament. Sweden and Norway were united under the same crown at the time of Nobel's death. SDP writes to Teo Ho Pin to oppose sale of wet market

From our Correspondent The Chairman of the Singapore Democratic Party Mr Gandhi Ambalam, has written to Dr Teo Ho Pin, PAP Member of Parliament for Bukit Panjang, to ask the MP to oppose plans to convert the wet market at Fajar Road to a supermarket. Sheng Siong, a giant grocery chain with several stores all over Singapore, has intentions to buy over five wet markets and convert them into air-conditioned supermarkets. In his letter dated on 8 October 2009, Mr Gandhi argued that "many Singaporeans who are concerned that the move will mean the loss of livelihood for many of the current vendors and stallholders of the market." Mr Gandhi added that there is no added value for the wet markets to be converted to a supermarket as there are already many supermarkets around in Singapore. The move by Sheng Siong has incurred the wrath of both stallholders and buyers alike who fear that they will be deprived of a fresh source of food produce. Wet markets used to be ubiquitous in many estates of Singapore in the past, but their numbers have been dwindling in recent years. Mr Gandhi urged Dr Teo to publicly oppose the sale of the wet market and to stand on the side of the residents. "Given the unhappiness surrounding the matter, your silence and inaction would mean that you are supportive of the sale and conversion of the wet market to a supermarket," he said. Dr Teo has not commented publicly on the matter yet. The Chairman of the PAP Town Councils drew flak from Singaporeans last year for the heavy losses suffered by the Town Councils through the purchase of risky credit-linked investments. Bukit Panjang, a single seat ward is a stronghold of the PAP. During the 2006 elections, Dr Teo Ho Pin won 79 per cent of the valid votes against SDP's Ling How Doong. SDP has indicated its intention to contest in Bukit Panjang again in the coming elections to be held by 2011.  Read More →
