新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

From our Correspondent Below is a scanned copy of a flyer emailed to us by a reader: Dear admin, I live in a HDB flat & I received this piece of note slipped under the door recently. I couldn't paste it on your webpage so I decided to email it to you instead as you may be interested in it. I've erased the telephone number course I don't want the person to receive any prank call. I believe this is no fault of the PRs or foreigners but rather the problem lies with the government policies. The question is, how can we ever hope to have affordable HDB flats when we have foreigners who are distributing flyers saying they are "willing to give higher price.." to buy the same HDB flats we are living in?? EDITORS' NOTE: With the Singapore government being the largest landlord and property developer at the same time, there is no free market in Singapore as it is able to fix the housing prices as it wishes due to its complete monopoly. The prices of HDB flats are rising due to the following artificial factors created by the government: 1. Constant and ready demand for HDB flats as they are a basic necessity in Singapore. If Singaporeans and PRs do not purchase HDB flats, they will have no where to stay unless they opt for rental. 2. Increasing demand by allowing an increasing number of foreigners to become PRs and to purchase flats. As PRs usually hold a decent-paying job, they will have few problems paying for a resale flat. Besides, since some may not settle down in Singapore, they do not mind paying more now as they can always sell them at a profit later on when they leave. 3. Limiting supply by capping the number of new flats built: With few completed subsidized flats in the market, Singaporeans will have no choice but to compete for flats with the PRs in the resale market thereby causing the prices to go up. The number of flats built in the last few years are considerably less than that in the 1990s. (HDB Infoweb) 4. Complete monopoly over the public housing sector: With virtually no competitors, HDB is able to sell its flats at any prices as it wishes as there is no pressure on them to bring down the prices. 5. Since there are PRs like the above couple who are willing to "spoil the market" to secure a flat in their desired location, sellers will naturally jack up the COVs to make a "killing". This will eventually lead to higher COVs in the long run. 新加坡以其高度的经济发展水平、廉洁高效的政府和优美整洁的环境,赢得世界的普遍赞誉。这个华人占总人口3/4的岛国,其领导人时不时提及东亚价值观和儒 家文化,无疑令它的亚洲邻居中国倍感亲近。然而,在相当长的时间里,由于信息渠道和专业知识的局限,“新加坡经验”往往被误解——权威体制、高薪养廉、严 刑峻法、国有资产的经营管理模式等,不仅令普通民众,甚至也让专家学者深感困惑:这是真实的新加坡吗? 令人困感的新加坡 新加坡在很多中国知识分子眼中,是个异数。因为常识告诉我们,一个国家不民主,不让人民充分享有监督政府的权利,政府就必然堕落为人民的老爷, 就不可能使政府廉洁勤政,建立一个文明和谐的社会。新加坡却让我们无话可说:它相信权威主义、不是真正意义上的民主,没有充分的新闻自由,建国40年来, 一直由人民行动党一党执政,父亲可以传位给儿子;但它同样很文明,没有人随地吐痰,拥有洁净的空气、优美的环境,人民享有很好的福利,老百姓至少看上去生 活得很幸福。 曾经,我们很想把中国搞成一个“大新加坡”。比如中国老百姓对官员腐败非常痛恨,而新加坡政府的廉洁程度比较高,为什么呢?原因是新加坡公务员的工资水平高,就用不着搞腐败了。这条经验非常容易学,要想让我们国家的公务员廉洁,只要给他们加工资、加福利就可以了。 这些年来,中国公务员确实常常加薪,但是到目前为止,还没有看出公务员加薪和他们的廉洁程度有直接关系。是因为我们加薪加得还不够多,还是这条新加坡经验不适合“中国国情”?现在很多人没有搞清楚。 新加坡确实是一个奇迹,尤其是华人社会的一个奇迹。 它良好的社会治理就不用说了,我刚到新加坡,感到整个政府权力实在太大了,掌握的经济资源非常多。比如在街头,我看到很多漂亮的小区,问这是谁 盖的房子?新加坡人告诉我,大多数是政府盖的。这房他们叫“组屋”,是给普通收入水平的居民提供的一种低价商品房,由政府来分配。 住房的差别是非常大的,不同的地段、不同的朝向、不同的建筑材料,价格差别很大。我本能地想到,新加坡的政府官员,会不会在最好的黄金地段、用 最好的材料盖一批豪宅,然后以“组屋”或者“经济适用房”的名义,低价分配给政府官员及其家属,作为工资之外的隐性福利呢?我询问了一些普通新加坡人,他 们都觉得,这在新加坡是不可思议的事情。 更不可理解的是,在一些高利润行业,新加坡政府居然是直接投资者。苏州工业园就是新加坡政府投资的,这里面,在决策和实施过程中,都给政府和负 责的官员留下了不少寻租空间。这样一个国家,政府有这么大的权力,它的官员居然能不腐败。我作为一个中国人,从我们的经验出发,简直无法理解,但新加坡确 实是这样。 被曲解的新加坡经验 国内对于新加坡经验的报道,问题出在哪里? 这些直接或者间接的报道,大都是断章取义的,多年来,只让人知道一面,而没有让大家了解另一面。公众所接受的信息经过了不负责的过滤。 就拿“高薪养廉”来说,这么多年来,被我们说得有鼻子有眼。确实,新加坡高级领导人的收入,表面上看差不多是世界上最高的。但是,有两点我们没 注意:一是这些拿100万元以上高薪的人比重很小,估计也就30人左右;二是这是政府给他们的全部收入,部长(包括总理)都没有配公车和专职司机,上班开 自己的车,有大型公务活动,政府才会派车。他们需要纳税,而且没有政府提供的退休金和医疗保险,要自己缴商业养老费和医疗保险费。 如果一位部长在大选中落选,那他什么也没有了。部长薪金看起来很多,但这是全部收入,再没有其他收入,也没有其他任何特殊待遇,连住房都得和普通市民一样,到市场上购买。 另外,新加坡的政府中公私分得很清楚。有一件事对我震撼很大。一位新加坡部长应邀来北京办公务,有点空闲时间,想看看北京有特色的景点,我介绍了一处。部长一行4人要打车过来,我说,还是我开车去接吧。我跟部长开玩笑说,能给部长开车,对我是不可想象的事。 相对于新加坡的整体富裕程度来说,如果以中国作为参照系,新加坡的官员从自己岗位上获得的利益并不算高。 还有一点值得我们注意,新加坡的官员并不是借助政府权力和关系网才变得身价倍增。通常,他们在进入政府之前就已经是富人,能够获得很高的薪酬。 比如,一个原来能在企业得到300万元年薪的人,进入政府获得100万元年薪,对他而言,这只能算是一个比较体面的收人,而不能算是高收人。这些人该有的 都有了,本来就是社会公认的精英,进入政府的初衷,往往就是为了回报社会。 被忽略的先进执政理念 新加坡确实是权威主义,但他们的权威主义和我们想象的完全不一样。 新加坡的新闻界不敢随便批评政府,但他们的政府并不会直接干预新闻运作,而是通过事后法律起诉,比如告人家诽谤罪,以公开答辩的方式来解决问 题。另外,当媒体公开批评政府官员时,政府往往不采取封杀措施,而是主动曝光,向社会全面披露,有问题就主动检讨、严肃处理,没问题也向社会作详细解释。 前些年,据说李显龙买了一处房子,是用折扣价买的,坊间议论得沸沸扬扬。新加坡民众对这方面非常敏感,很多人觉得里面肯定有猫腻,是地产商对李 显龙的隐性贿赂。结果,新加坡政府积极调查,主动向公众坦白,李显龙买的房接受了大约10%的折扣。老百姓一听,觉得这样的折扣处于商家促销的合理范围, 就理解了。还有一个部长,被怀疑在工程中收受贿赂,公众中传闻很多,政府主动对他进行调查,虽然没有掌握能够判刑的证据,但还是让他辞职了。 很多去过人民行动党总部考察的中国官员和学者,都对人民行动党总部的小楼表示惊讶。这个执政40年、成就辉煌的党,总部坐落在偏僻的机场路边, 仅是许多居民组屋中间一座再普通不过的二层小楼。办公室和会议室设备简陋,党总部只有11个工作人员。用我们的话来说,没有太多的“党产”。 人民行动党多年来保持高度的自律,这和它的高层领导人的率先垂范分不开。如果以李光耀为代表的领导人,不公开自己和家族的财产,透明地接受人民的监督,全党上下保持廉洁估计会很难。 缔造奇迹是靠儒家传统吗 对于新加坡的成就,有两种观点,一种归功于儒家传统和“东亚价值观”,一种则认为是因为“经济透明和法制严明”。 我觉得,还是西方价值观发挥的作用比较关键。它的完全英国式的议会民主制度、法治传统和公务员制度,发挥了最基础的作用。虽然他们标榜一套融合儒家和法家思想的治国理念,核心的东西却是和西方接轨的。 新加坡的政府官员往往都受过西方高等教育,他们的领导人多出身资产阶级,并且大多是受过剑桥教育的大学生。在新加坡,下层人一般说中国话,比如 你坐出租车,或者在小摊上吃馄饨,你和老板用华语交流完全没有问题;但你到政府办事,大家说的都是英语,好像一下子切换到另一个系统,你似乎在和一帮黄皮 肤的欧洲人打交道。 儒家传统和价值观当然也发挥了部分作用。“选贤与能”可以算是儒家的。人民行动党标榜自己是一个由精英分子组成的政党,包括李光耀在内的领导人,也确实是一批受过西方系统教育和熏陶的精英,所以,能够成为人民行动党党员,在新加坡代表一定的社会地位。 据说,在新加坡,你只要有一定的成就,而且社会声望比较高,人民行动党就会主动发展你入党。他们也有类似我们中组部的机构,特别留意一些没有政 府工作经验的优秀人才。他们会举行一些茶会,邀请大家来交流,同时暗地里观察你,如果你让他们满意,并且表现出服务社会的热情,他们很可能再约你专门出来 喝茶,邀请你入党、加入政府。 新加坡也有教训 我曾问过新加坡人,他们认为自己的社会有什么问题?有人说,最突出的就是,政府包揽了几乎一切,导致人民思维不活跃。一个社会的创造力被扼杀, 人们过于循规蹈矩,按部就班。在这样的环境中成长起来的人,缺乏创新精神。新加坡在学术方面非常落后,虽然国家投入了大笔资金,但是在科技上一直没有什么 竞争力。这一点让新加坡的知识分子非常忧虑,他们觉得,新加坡这样下去,将会有问题。中国现在要塑造创新社会,新加坡这个教训值得吸取。 Source: http://caidingjian.blog.sohu.com/131926365.html  Read More →

译者:新加坡文献馆 英文博客在此 林福寿医生在新加坡监狱的心声 1972年3月18日 (来自他的法律顾问:由Dr Beatrice Chia即林福寿的夫人供稿) 若干年前在新加坡的一场有关新加坡历史的讨论会上,一名新加坡历史工作者呼吁参与或者见证新加坡历史过程的人士,把各自的经历用文字记录留世以作为将来历史 工作者的资料素材。这名历史学者感慨的认为假如没有来自非主流的历史记录则《李光耀回忆录》将成为新加坡历史的正版历史。《李光耀回忆录》只是李光耀个人 对新加坡政治历史过程的一种说法,不是全面的新加坡历史。李光耀传记的出现也啟动了许多有关的新历史传记出版。这其中对历史有贡献的文字记录是能够对当时 政治事件的进一步诠释以及详细的历史过程叙述,这类资料能够填补历史空白所以有其价值与贡献。而林福寿的这篇文献就是属于有极佳历史价值的文稿。林福寿医 生在无审讯下囚禁19年后在1982年9月6日获得释放。 林福寿医生文稿: 1963年2月2日我和其他 百多位人士在蛮横无理的情况下遭逮捕。许多人至今还在狱中。从那一天开始,至到今天的9个年头里我们还是受到不公正与专横任意的拘押,其间从来没有经过任 何的审讯。在这受拘禁的9年里,我们历经对各种指控的挣扎,痛苦与艰难。近期发生了一些不寻常的事。1972年1月13日,我被带到位于罗敏申路的内政部 和我的弟弟林福群一道囚禁了40天。 人民行动党政权的两名内政部高官向我表示,假如我向社会发布一份忏悔书就可以获得释放。他们告诉我自被捕的那一天算起已经过了9年,该是结束这案子的时候了。他们承认9年是一个很漫长的年月。我告诉他们说没有必要提醒我9年是一个漫长岁月,这句话己失去意义。 这两名高官在我转到内政总部的一星期后向我提出释放的条件。他们对我提出两点要求。两点条件是, 1. 我提出口头声明交代我过去的政治活动,这是内部治安声明书。这是作为内政部的档案记录,不对外公布。 2. 我必须发布一份公开声明书,其内有两项要点: a. 我必须放弃政治活动然后专心于我的医务专业 b. 我必须表示支持国会民主制度。 现在且让我回顾并且概括性重述当时我和这两名内政部高官在内政总部囚禁期间的对话。 内政部:你无需指责社阵或者任何个人。我们承认如此长期的拘禁缺乏公正,9年对一个人的生命而言是一个很漫长的岁月;我们急切的要结束这个案子。 林福寿医生:如果你无条件释放我,那这个案子可以马上结束。当我被拘捕时你们并没有问过我我应否受到拘捕。无条件释放我那我这个案子就结束了。 内政部:钥匙在你手上,靠你自已去开啟那扇门。 林福寿医生:说钥匙在我手上是强盗的颠倒逻辑指白为黑指黑为白。受害者被描绘为罪犯者而犯罪者却被装扮成无辜者。动用4名辜加兵到我的家逮捕我。我没有要求或者寻求被逮捕,又或者遭受未经审讯的9年持续的长期牢狱囚禁。 内政部:你必须作出一些让步让李光耀有一个立足点向社会大众解释你为何要遭受如此长期的囚禁。李光耀也必须顾及自已的颜面。假如让你无条件获得释放那他将会很没有面子。 林福寿医生:我没有兴趣去挽救李光耀的面子。这不是尊严的问题而是原则。我遭受到的是完完全全不公正拘押,我不会动一根指头去帮助李光耀让不公正成为合理 化。照你的话说,这不是明白的说我在这多年艰苦岁月中白白失去的自由只是为了李光耀的面子?这就是为什么人民行动党政权对我的指控说我是一个内部治安风险 只是一个可耻的掩饰,这一个表面说词为的就是不公正的囚禁9年。 我对为内政部档案撰写秘密口头冶安声明书的立场 我不可以也不会撰写任何声明书去指责我过去的政治活动。我过去的政治活动全是合法与正当的。我的所作所为与言论都是为了服务人民与国家的利益。即便是一名 被告人他也无需说些对自已不利的话或者指责自已。为何我这个被蛮横无理逮捕,在无审讯情况下囚禁9年的人,要在威胁下成为内政部的代理人背着社会大众去进 行秘密交易?我坚决拒绝这个索求。更何况,我没有一丁点的义务去向李光耀交代我过去的政治活动。 A. 我对要求发布公开声明书的立场 我在原则上全面拒绝以发布公开声明书来作为释放的条件。这是公开的忏悔书。历史已完全证明我的无辜。我是由于反对和马来西亚合并而受逮捕,因为我认为马来 西亚是英国赞助的后殖民主义成品,创立马来西亚不仅不能团结我们的人民与我们的国家更会造成人民之间的分裂与冲突。我相信成立马来西亚是我们争取国家团结 运动中的一个倒退而不是前进的作法。 我没有什么要悔过,放弃或者改进。我却意识到我更坚信我的信念,更肯定自已的观点,更强化我要为马来亚人民全心全意服务的决心。我无须向李光耀作出任何让步。事实上,他必须向我而不是我向他提出公开忏悔。 B. 我对要求我必须放弃政治活动来换取释放的立场 我的看法是这两项要求是在自相矛盾,因为如果政治是民主的那又何必要我去放弃政治活动。把我囚禁9年为的是要威逼我放弃政治活动的现实本身就足以证明国会民主并不存在。有关参与政治活动的问题是一个基本人权。 一个间接的建议是让我离开新加坡出国深造。我回复人民行动党政权说如果我有意随时离开自已的国家,那是因为我自已愿意如此而不是因为受到人民行动党政权的要挟。 C.我对要求支持国会体制的立场 我认为去支持人民行动党政权所谓的国会体制是在误导社会大众让他们误以为新加坡本岛上有一个真正的国会民主体制。一个无可否认与无法忘记的现实是李思东同 志,他在1963年大选中获胜后遭到逮捕并在无审讯下囚禁。过后他的公民权也被褫夺,到了今天他还身着囚衣拘留在女皇镇监狱内。无理的长期囚禁李思东同志 就是一个铁证证实所谓的国会民主是粗糙拙劣的冒牌仿制。去支持这一个可耻的国会体制是在背叛人民。无论在何种情况下我都永远不会出卖我的国家的人民。苦涩 的牺牲强化了坚毅的决心。 国会民主不仅仅是在每5年的大选中投票。比这更重要的是在这5年以及过后时间内均享有自由思想,自由言论,自由社交与自由结社的权力。在我被逮捕的当时社阵 正在积极的参与政治活动。就是参与了这个政治活动,殖民政府,李光耀和拉曼政权一起把我囚禁9年。这不也充分显示这个所谓的国会体制是极端的可耻。经过了 9年囚禁如今却要我去支持这个所谓的国会体制以换取释放。我坚决拒绝去支持新加坡岛上这个卑鄙与虚幻的民主。 我对人民行动党政权代理人要求作出让步让李光耀保住面子的立场 历史已经证实了我的立场与观点无罪,李光耀应该公开向社会大众对我以及所有无辜被拘留的政治人士表示忏悔。理所当然的公正与适当的释放理由(这也同时适用在所有其他无理囚禁的政治人士)应该是: a. 无条件的立即从囚禁中释放并且全面的恢复我们所有的民主与基本人权。 b. 对我以及所有拘留者支付适当的赔偿金以赔偿我们长期以来蒙受的不公正囚禁。 c. 李光耀对我提出公开道歉。 我们愿意对以上的后两项条件作出让步妥协。我们不相信一个傲慢的人物如李光耀会提出道歉以及作出赔偿。 对于第一项条件即要求无条件与立即从囚禁中获得释放以及全面恢复民主与基本人权-我们坚决的表态:我们永远不妥协,苦涩的牺牲强化了坚毅的决心。  Read More →
