By Fiona Tam from South China Morning Post When it comes to freedom of the press, the mainland has a poor record overall by Western standards, but Shenzhen authorities announced yesterday a new initiative to enhance government transparency, saying that officials who violated it could face Communist Party disciplinary action or lose their jobs. The latest regulation will require officials to give notice of any potential public emergency within two hours of the government launching its crisis management mechanism. "From December 1, any department heads of the Shenzhen government must not refuse or obstruct reporters' interviews over major policy changes, government work, disasters and emergencies, or they will need to account for dereliction of duty," Xinhua said, quoting the new regulation. Authorities said they would evaluate propaganda officials' work and promise to investigate complaints filed by the media and members of the public. Vietnamese PR accused of molesting Singapore female doctor

From our Correspondent A Vietnamese PR Pham Thai Ha, who worked as an IT engineer, was in charged in court with attempted outrage of modesty. Pham was accused of trying to kiss a 26 year old general practitioner in the west in June this year. (the gender of the doctor was not revealed, we assume it's a female) If convicted, he faces a jail term of up to one year or fine or caning or any combined sentence. In a similar case involving another PR IT engineer, Raju Ramesh was convicted of molesting 49 year old lady last month. He was walking towards Balestier Road on Jan 5 at 6.53am when he saw the 49-year-old woman walking in his direction. As he neared the victim, he grabbed her and kissed her. Raju was let off with only $2,000 fine.  In his defence, Raju said he is getting married in five months to his fiancee in India, and the two have plans to set up an IT software company. (not mentioned if it will be in Singapore) The apparent light punishment meted out to Raju (molest cases usually warrant a jail sentence in Singapore) caused a furore in cyberspace. Said SBF forumer alibaba: "So what if he was getting married in 5mths ? why no jail term? ridiculous ! what kind of system is this a 49 year old woman gets molested on the streets and we let the bugger off with only a fine. Even our low IQ kids or mental patients gets a heavier sentance if they touch a woman." Singaporeans will be waiting in earnest for the verdict on one of the government's many prized foreign talents.
