新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

From The Informant Network Team The relentless attack on NMP Siew Kum Hong in the aftermath of the Aware EGM has culminated in an organized campaign to sabotage his re-application for a second term of NMP. A week ago, astroturfers flooded REACH portal with baseless, malicious and vicious comments about Siew in a desperate bid to smear his character until we exposed their nefarious motives which led to supporters of Siew posting their comments to debunk them. (read article here) “Astroturfing” refers to the creation of a fake grassroots or “people power” movement. The term for fake “grassroots” organising originates from a product called Astroturf, which is a plastic fake grass carpet-like product commonly used in baseball and football. Undaunted, these astroturfers resorted to character assassination by posting on numerous forums and blogs about Siew's alleged meeting with a Swede MP. The latest attacks have alleged and/or insinuated that Siew asked for and am receiving foreign funding from a Swedish politician Johan Skandral, who allegedly funds the Singapore Democratic Party (SDP) as well, and (b) he is involved or associated with the SDP and may be their representative or “mole” in Parliament. Siew Kum Hong has issued a strong rebuttal to these allegations on his blog today: "Both of these allegations are untrue and false. They are vile, vicious and malicious attacks on me, and nothing short of character assassination. I consider them extremely defamatory and criminal in nature. I did not at any time ask for, and have not at any time been offered or accepted, any sort of funding from any local or foreign entity, including the Swedish politician named in the latest attack. The only sources of income (or funding) that I have, are my employer and the Government of Singapore (in the form of my monthly NMP allowance). Furthermore, I am not involved or affiliated or associated, whether directly, indirectly or in any other way, with the SDP, and am certainly not their representative or “mole” in Parliament." (read full article here) Siew was clearly rattled by the increasing diabolical attacks this time which "goes beyond anything that a reasonable person could possibly perceive as being a valid or legitimate exercise of the right to free speech". We have received an email from Mr Siew Kum Hong informing us that a police report has been made on the matter with a request to remove the defamatory posts. [We would like to offer our sincere apologies to Mr Siew Kum Hong for the alleged unfounded comments posted on a Brotherhood article. Similiar comments on our articles made by the same poster were censored. However, we give our guest columnists complete autonomy to moderate comments posted on their articles. We have since removed all derogatory comments about Mr Siew posted here. They do not represent our views. All along, we have been most supportive of Mr Siew's second bid to be a NMP and we will help him sweep aside the obstacles along the way.] It is high time that these astroturfers be taught a lesson. They are obviously not interested in engaging in a civilized discussion other than to discredit anybody who dares to disagree with them. Mr Siew Kum Hong should obtain a court order to force REACH to reveal the IP addresses of these astroturfers who has been spreading malicious lies about him. At the same time, Aware should consider taking the culprit who leaked confidential CSE contents on the internet and those who accused them of promoting a homosexual agenda to court for criminal defamation. Freedom of speech comes with responsibility. We cannot allow leaders of secular NGOs and NMPs to be subjected to such vile character assassination by a small vocal minority intolerant of their stance on certain controversial matters. Who is the mastermind behind these astroturfers? Do they belong to any religious groups? We have to get to the bottom of the matter or our national institutions will be held hostage to the incessant demands of these groups out to "steeplejack" mainstream society. This is not a personal matter between Siew and some mischievous netizens. It is a struggle to keep our society secular, inclusive and tolerant. The silent majority cannot afford to remain apathetic any longer. It concerns every single one of us. We have to send a strong message to these astroturfers that any attempt to polarize and divide our multi-racial and multi-religious society will not be tolerated.  Read More →

Read the below article to judge Liu's character for yourself.]  从国内乒超联赛的冠军队主教练到肩负2008年北京奥运会夺牌任务的新加坡女队主教练,刘国栋喜欢不断给自己新的挑战。也许,平时人们提到刘国栋的名字时,第一个反应是现任中国男乒主教练刘国梁的哥哥,但刘国栋并不满足于此,在乒乓球教练这个领域,他要证明自己也可以带国家队,而且同样能带得很好。 感谢蔡振华,两年国家队没白呆 碰到刘国栋的时候,他刚刚指导完新加坡一对女双的比赛,很不幸,她们在首轮就遭遇了中国队的陈晴/王楠,结果最终以1 3败下阵来。这两天,新加坡女队总是在中国队面前碰壁,记者问刘国栋是否感到郁闷,他说“这说明我们实力提高了”。 "中国队里有三个世界冠军,我们没法跟她们打啊。”刘国栋说,“我的工作就是尽力缩小新加坡女队和中国女队的差距,要想对中国女队造成威胁很困难。而且我们两队的目标不一样,中国队来就是要拿冠军,我们能争到一枚奖牌就已经很不错了。” 尽管身着印有新加坡字样的运动服,在亚运会上带领新加坡女队向中国队发起挑战,但刘国栋从来没有忘记自己是一名中国人,也从来没有忘记自己能有今天来自于中国乒乓球这块沃土的滋养。“我要感谢蔡指导(蔡振华),没有他就没有我的今天。在带陕西队之前,是蔡指导让我在国家队呆了两年,在那里我学到了很多世界乒乓球界最先进的东西,对我今天的教练工作很有帮助。”刘国栋说。 女队员信任,贴胶皮都得我代劳 刘国栋同时还感谢了新加坡乒协的朱会长,认为在异国他乡能够得到充分的信任是对他工作最大的保障,“朱会长很信任我,把女队和男队都放手交给我带,我惟有以更好的成绩来回报他的信任。” 除了上层的信任,刘国栋能够做好这份工作最关键的还是赢取了手下队员的信任。这次之所以能够在亚运会上创新加坡女乒的历史最好成绩,和这种心贴心的信任是分不开的。更令人惊讶的是,这可是刘国栋第一次带女队。谈到带女队和带男队的区别,刘国栋说:“男队员往往都比较有自己的想法,有些东西教练往往不需要和他们说得太清楚,但女队员就不行了,毕竟我是男的,和她们之间的交流比和男队员在一块时的多,她们基本上是你说什么就听什么。” 能赢得队员的信任是好事,这可以让刘国栋的工作事半功倍,让新加坡女队更快地掌握乒乓球界一些最先进的东西。但另一方面,女队员过分的依赖性还是让刘国栋有些始料未及,他感觉自己的责任感更加强烈。“女队员往往依赖性都很强,前三次发球都要我事先给她们策划好,甚至连给球拍贴胶皮这事都得我来做,没办法啊,她们就觉得教练贴胶皮都比她们自己贴得好。”刘国栋说,“我感觉这样我身上的责任更重了,这要求我每一项指令都要尽可能正确。” 离不开乒乓,当教练就是要付出 刘国栋和刘国梁兄弟俩从小就在一起打球,那时候他可没想过自己做完运动员再做教练,更没想到如今能和弟弟同样身为国家队教练在赛场上相遇。 刘国栋退役后先去日本当了一段时间教练,“那个时候带的只是一个业余队”。1998年回国后,他面临一个人生的转折点,是继续他所心爱的乒乓球事业,还是为了生存而转投其他行业。刘国栋那两年想过做生意,但后来觉得还是继续搞乒乓球这一行比较好。“感觉还是和乒乓球有很深的感情,做生意太复杂了。” 刘国栋是运动员出身,那段经历给了如今当教练的他很多启示。“运动员的整个运动生涯很短暂,能碰到一两个能够全身心投入的好教练不容易,一名好教练对运动员前途的影响是巨大的。”刘国栋说。既然亲身体验过教练对运动员的作用,刘国栋就希望自己能够做一名符合这个要求的好教练。当记者问他现在觉得是不是一名好教练时,刘国栋笑了,“是不是好教练不能我自己说,一个得看成绩,另一个得让队员来评价。” 从事教练工作已有不少年头,刘国栋对这个职业最大的感受是“当教练就是一种付出”。刘国栋指了指旁边的一位躺在沙发上休息的日本老教练,感慨地说道:“你看,这就是我们教练的生活。每天都回不去,从早忙到晚,最后荣誉还是归了队员。有人也许会心理不平衡,但当教练一定要对队员负责,这就是职业道德,就像做医生的一定要给病人看好病一样。” 顾不上老婆中国有传统 自从干上这份工作后,刘国栋一年有两三个月在中国,两三个月在新加坡,其余的时间全部在世界各地转,根本就没有时间陪妻子。 “家庭顾不上了,感觉对老婆挺愧疚的。女人当然都希望和自己老公天天在一块,但既然选择了这个事业,就得全身心地投入其中,要付出得更多些。幸好老婆对我还是挺理解的。”刘国栋说。平时难得见上一面,刘国栋又不会上网聊天,只能通过打电话、发短信和妻子保持联系。“平时的电话费可不少啊!”刘国栋说。 话虽这么说,但刘国栋更多强调的是教练这个工作的共性。“做教练就是这样,国梁和蔡指导的太太也是这样,每一个教练的老婆真的都是很不容易,像我们一年能有个十几天时间陪老婆就不错了。”刘国栋说。   身兼数职累,   惟一爱好喝酒放松   刘国栋是一个喜欢 自己给自己压力的人,他一直坚信有压力才能有更多的付出,最终才能得到更大的收获。正是在这种信念的驱动下,刘国栋接受了新加坡乒协的邀请。“以前带联赛的球队,只是全国性质的,如今带新加坡队有了更大的舞台,拿了前三名可就是世界的前三名。”刘国栋说。 同时刘国栋也没有放弃陕西队主教练的职位,等到乒超联赛开始的时候他又得回国带队征战。两头跑的工作往往会有冲突,刘国栋却有自己的解决办法。“这种情况我跟新加坡乒协也说了,等到乒超联赛开始时我就把新加坡队员带到中国跟队训练,让他们和世界最优秀的选手一起训练比赛,对他们是有好处的。”刘国栋说。 另外,刘国栋在将主要精力投入到新加坡女队的同时,还要兼顾男队。和记者没聊两句,他就急着去赛场指挥新加坡男双的比赛。为了这个球队,刘国栋可谓是尽心尽力,他还在给队员做接发球训练时拉伤了背部。“回去得拍个片子看看。”刘国栋揉着背部说。压力太大,总得有个释放的方式。对于常年在外征战的刘国栋来说,惟一能让他放松的方式就是喝酒。“我这个人没什么业余爱好,也就是上上网,喝喝酒,白天的精神压力太大了,喝点酒好睡觉。” 这次进决赛,弟弟对我刮目相看 既然选择了做新加坡队主教练,就难免在赛场上和弟弟刘国梁兵戎相见。“我主要带女队,新加坡男队实力弱,很难和中国队碰上,即便碰上了也很正常,不会影响我们兄弟之间的感情。”刘国栋说,“我们兄弟之间更多的是互相祝贺,互相激励,他带的队水平最高,有时就会给我一些建议。我们虽然在赛场是对手,但还是希望大家都好。” 刘国栋对弟弟的执教水平给予了极大的肯定,他甚至觉得刘国梁是蔡指导之后中国乒乓球队最优秀的教练,“你看蔡指导离开后中国男乒还能这么稳定,和国梁的作用是分不开的。”夸完弟弟,刘国栋对自己也进行了认可,“这次把新加坡女队带到第二名的确很不容易,比中国女队拿金牌难度要大,我们正常发挥也就是四到六名,打好了能到第三第四。完了以后就感觉国梁对我的看法不一样了。以前在乒超拿冠军的时候,人家会说你陕西队有马琳,有郝帅,现在应该没什么说的了吧。你看李佳薇打了那么多年从来没有在世界大赛中拿过牌,这次也算是突破啊。” 既然选择了这条路,按照刘国栋的性格,他一定要给自己一个交代。“我最大的梦想是2008年奥运会带领新加坡女队取得一块奖牌。这次的比赛让我更加坚定了信心。” 作者:仲曦 林强国/来源:南京晨报 Source: sina.com    Read More →

Original blog by Lucky Tan HERE 经济好景时,价格上升,部长和其他精英(elites)趁机增加他们自己的薪水高达九宵云外。 但对新加坡工人有什么得益呢?在好景和物价高涨时他们己经要挣扎求存,但在经济转坏时他们又恐惧失业。 他们为了支付公共房屋而挣扎,担心能不能适当地退休 (retire),并且忧虑必须应付上涨的医药保健费用。 许多新加坡人开始怀疑:挣扎究竟是为了什么呢? 从超级竞争性的学校环境到更富竞争性的工作环境,新加坡人不断地艰苦工作渡过难关,但这坚苦工作是否带来更美好的生活呢?面对有限的和分配基于市场定价的资源,例如:土地和住房,竞争的意义是您要更艰苦地工作而获得更少报酬:我们居所的面积的确是不断收缩,即使这居所已消耗了我们收入的更大的百分比(%)作为按揭还款。我的一位朋友去年通知我他很高兴可以 ‘最终买到’ (啊…要借钱去买?) 他的梦想家居,这是经过了他的8年艰苦工作任职为一名工程师。我参观后得悉,这朋友的居所还小过我父亲购买的第一所4房组屋,而我父亲当时只是一名技工。我的朋友身为一位工程师对未来仍然有所盼望,但是在今天新加坡的经济环境之下,一名技工又有何盼望呢? ... 这样挣扎甚而不会导致工作可以得到保障:今年新加坡成为在亚洲表现最坏的经济体,眼看失业率高达4.9%。 竞争只导致更加强烈的竞争…更重压力,上升的住房价格和生活费,…过了一会之后您感到有如在跑步机(treadmill)上艰苦奔跑,但去不了任何地方。 这系统似乎在某些地方出了错。 整体上,新加坡经济在兴旺期间是个制做金钱的机器。 问题是如何分配。 在过去二十年,盈利(profits)作为国民生产总值(GDP)的百分比(%)己经增长至破记录的水平,并且同期间收入差距(income gap)也迅速增加…这收入差距也渗入中产阶级家庭和专业人员。然而领导人还敦促工人更艰苦和更长期地工作,但财富分配是这么不公平,那么我们有什么得益呢? 所有以上境况是不足为奇的,因为我们的领导人是错误地被鼓励(misincentivised)。 我们的领导人把他们自己的薪金与那些最高收入阶层挂了鈎。试想一想:把现时这个系统维持下去是符合他们利益的.....,而您则每一年要更艰苦地挣扎。 更新:曾阅读一个评论关于PAP领导人怎样使普通人民竞争,而辨解他们的党无需竞争。这提醒了我昨天听见BBC采访Stephen S.
