[Former opposition politician Goh Meng Seng replying to Chinese daily Ming Pao about defending Singapore's sovereignty and laws in the PIDCS incident.] (11 May)   非排外而是捍衛新加坡主權和法治 謹貴報於 2014年4月26日刊登的文章星民排外白熱化 菲使館示警 菲人擬商場賀國慶 遭網上圍攻>>, 作為反對菲律賓人於公共場所慶祝獨立日的一份子,我必須澄清文章中的一些繆誤。 新加坡自英國人開墾到獨立建國以來,一直是個移民社會,國民對新移民的包容性強,也無必要排外。菲律賓人自1980年代起就到新加坡當家傭,三十多年來兩國人民的相處一直相安無事,可是摩擦卻在近幾年漸漸出現,這也許跟大量的菲律賓人到我國工作有關。 在新加坡政府大力提倡引入外來勞工的政策下,越來越多菲律賓人落戶我國,他們從事的工作不再限於家傭,還包括企業主管、設計師、會計員、護士、服務員等。他們的薪金水平一般較低,難免同時壓低了從事同樣工作的新加坡人薪金,甚至因而搶走了國人的工作。但最令人不安的問題又豈止「搶飯碗」而已? 在旅居新加坡的二十萬菲律賓人當中,有不少人近年開始滲透新加坡人的基層組織,並利用政府公款為菲律賓社群組織活動。部分的菲律賓人更在2011年大選時參與了支持執政黨的政治活動,這明顯違反了我國限制非公民參與政治活動的規定。 更令人不安的是,這些菲律賓人近年開始高調地在新加坡的公共場所慶祝該國的獨立日,他們的做法在以下三方面有違基本外交禮節規定之嫌: 1)主權的侵犯 2)國旗徽章的適當使用 3)違反公共秩序法、國旗徽章法和公共娛樂法等 也許因特殊的歷史政治因素,香港人對主權概念的意識不甚強烈。但是對於一個主權獨立國的新加坡來說,主權是國本,是需要新加坡公民以生命和汗水來維護的。新加坡男子在16至18歲時被徵召入伍,接受兩年軍訓(以往是兩年半),往後的十年裡每年得花四十天的時間回軍營受訓,不管你是生意人或受僱人士均沒有例外。有了這種捍衛國家的基本認知後,就不難理解為甚麼一些新加坡人會對外國人企圖冒犯我國主權的行為,會有如此強烈的反彈了。 就國際外交禮節慣例來說,多數國家的外交使節都避免在外國大肆高調的慶祝自己國家的國慶或獨立日(目前也只有菲律賓大使館會贊助國民在外國公開地慶祝獨立日),他們一般只會在酒店內或自己的大使館內邀請賓客到場慶祝,因為這種慶祝國家主權獨立的活動若在他國公開舉行,有可能引起敏感的聯想,甚至被誤解為含敵對意識。 舉例說,如果日本駐北京大使館要在天安門或王府井舉行日本建國紀念日,這對中國人民來講是否恰當?又或者旅局菲律賓的中國人若在馬尼拉慶祝十月一日國慶的話,那又會有何反響呢? 就算是被視為世界強國的美國,也不會如此囂張不顧東道國人民的情感,而肆無忌憚的在七月四日於他國的公共場所高調慶祝獨立日,因為這將被視為踐踏他國主權的行徑! 如果在新加坡的菲律賓人只是舉辦一些文化日,如泰國人最近在我國舉辦潑水節活動一樣,新加坡很少人會反對。但他們舉行的卻是菲律賓獨立日的慶祝活動,事件性質已經「越線」,甚至有強烈踐踏新加坡主權之嫌。從他們的活動宣傳海報和佈景板的設計,便可對其粗暴無禮略知一二。  以上是旅居我國的菲律賓人在面簿上刊登的2011年慶祝海報,赫然發覺當中隱含了「侵略」的敵意。他們今年也沿用了新加坡的天際風景作為國慶宣傳海報的背景,還以「獨立與互相依存」為標題,試問菲國的獨立與新加坡有甚麼關係? 我不知道這些舉辦獨立日慶祝活動的菲律賓人是無知還是愚笨,但是在背後贊助他們的菲律賓駐新加坡大使館人員應不至於如此不知禮節和政治遲鈍吧? 我相信每個國家都對自己的主權有強烈的自豪,而國旗就是一個國家的主權象徵。这也就是為什麼每一次香港人為了維護中國釣魚島的主權時,都會嘗試拿著中國國旗到釣魚島去插旗來宣示主權。 在新加坡法律中,我們禁止任何人在沒有申請准證下在公共地方展示他國國旗。菲律賓組織PIDC近幾年在新加坡慶祝菲律賓獨立日時,都藐視了新加坡法律,在我國公共地方展示了菲律賓國旗。PIDC也在還沒有向新加坡警察申請公共集會准證和公共娛樂准證便宣傳今年的慶典,而他們過去幾年舉辦慶典前是否已經申請相關的準證也實在令人存疑。這一連串法規的問題,在向來執法嚴謹的新加坡來說是絕對不能忽視的。 至於新加坡報章所提的新加坡人在國外同樣有舉辦「新加坡日」,試圖說服國人應以同理心對待菲律賓人的國慶慶祝活動,很可惜這只是一些似是而非和企圖混淆視聽的論調。因為文章中沒有說明由新加坡政府在倫敦和澳洲等地舉辦的「新加坡日」並非國慶慶典,而是為了拉攏旅居國外的新加坡人回歸新加坡的活動,當中並不牽涉慶祝或宣示主權的成份,更遑論導致踐踏他國主權的解讀。 身為旅居香港的新加坡人,我明白如果要得到香港人的禮待就必須在言行舉止上處處嚴謹,不做一些令本地人反感的事,處事要有敏感度,更要顧及香港人的情感,反觀內地人的行為引發香港人的反感就是活生生的反面教材。因此我相信香港媒體應不難理解為甚麼新加坡人會對菲律賓人在我國公共場所高調舉辦國慶慶祝感到反感。 即使一小撮新加坡人對這次爭論的反應可能稍微過火,但我要強調我們提出的反對理據絕非無的放矢,更不是出於「排外」情緒。 新加坡人正面對人口過度膨脹導致公共設施嚴重不足的後果,这是政府施政失度所造成的,我們也只能責怪執政的人民行動黨。雖然大多數新加坡人都不排斥外國人,但某些旅居我國的外國人的不當言行舉止也的確令國人不滿,这令我想起演員黃秋生先生曾說的一番話:如果別人是因為你的膚色而對你不好,那就是歧視,但如果是你做了一些令人討厭的事而受辱罵,那就是活該! 吳明盛 Goh Meng Seng  Read More →
