新加坡政府近日宣布将采购两艘额外的“无畏级”潜艇,引发了一个重要问题:我们的国防力量,到底需要多强? 毫无疑问,一个强大且可信的军队对于保障国家主权与威慑潜在威胁是不可或缺的。新加坡地处战略要冲,国土面积有限,因此需要一支现代化的武装部队。然而,当我们对比邻国——马来西亚拥有两艘潜艇、印尼正逐步扩展至十二艘——新加坡在水下战力上已处于领先地位。这不禁让人质疑,我们是否正引领着一场无声的区域军备竞赛? 问题在于:当威慑的需求被满足后,继续扩军是否已经超出必要? 一艘“无畏级”潜艇的估价超过十亿新元,还不包括长期的运营与维护成本。这两艘新潜艇的资金,若能转用于迫切的民生需求,例如医疗保健、老龄化支援、教育及弱势群体扶助,或许对社会的整体韧性更具意义。 政府一再强调国防开支是经过审慎规划的,但当生活成本日益上升,政府却仍需将消费税(Gst)提高至9%甚至更多,这种矛盾不禁令人困惑。如果某些战略性国防项目能够延后或循序推进,节省下来的资源是否可以用于社会发展呢? “全面防卫”不仅仅是硬件实力,更是要赢得人民的心与信任。让人民感到安心、有保障、受到重视,这种安全感无法靠潜艇来衡量,而是通过每一位国人的生活实感体现出来。 这并非是在呼吁削弱我们的国防,而是呼吁我们重新思考国家的优先事项。当我们继续推进军事现代化的同时,也不要忽视同样重要的任务——巩固社会契约、增强国民凝聚力。   Cwc-Ai

作者: 尤金·杨 译者: 韦春花 虽然有关芽笼士乃食物中毒事件的调查尚未结束,国有媒体已经得出定论:不关政府的事! 昨日的海峡星期刊,对于该起悲剧共有六篇报道,相较于前几天的每日一两篇。 上述文章的要点列述如下: 公众的不良卫生习惯造成这起灾害--新加坡人被指控不注重个人卫生。 环境中本来就充满“危险”,比如说老鼠--所以,即使在那儿找到很多老鼠,也无人需要负责。 食物的处理手法是事件的肇因--如果印度罗惹和隔邻米暹小贩有提高警惕的话,则这起事件不会发生。 新加坡人根本不理有关部门对小贩的卫生评级--所以即使该摊印度! 罗惹获得C或D的评级,人们也照光顾不误。 政府已经采取措施严防类似事件再次出现--对啊,他们常在出大错后说这种话,为什么不早点做,让两条生命白白牺牲? 完全没人提及国家环境局到底要在公众卫生方面扮演什么角色?好像它完全置身度外。这些报道一点也不客观、选边站并且具误导性!这是我们期望的国家英文报吗? 我同意每名新加坡人都应该为公共卫生尽一份力,但是把整个过错都赖在我们身上,是很不公平的。 如果我们可以把责任一肩扛,那么何必花百万元来养个部长管理环境呢? 海峡时报应该用比较客观和平衡的观点来报道这起事件,而不必急忙忙为政府撇清关系。 比如说他们可以向环境部或者有关部门了解,上一次他们检查该摊位是在什么时候、谁是那位稽查员并且要求调阅他的记�! ��。 实际上,他们轻轻放过政府,然后把矛头指���小贩、顾客和环境。 人谁无过?过而能改,善莫大焉。所以我们一定要环境局好好检讨疏漏、并且对一些屡劝不改的小贩采取行动。 没有人会要求部长或者他的常任秘书亲自去检查摊位,但是他们必须确保所有摊位都有例常检查的安排,特别是那些临时巴刹摊位,虽然地点不直接归环境部管辖。 在其中一篇报道《食物处理四大误区》,记者阿都拉曼透露说,他在吃了那摊印度罗惹后经常都腹泻。 我不知道其他顾客是否遭受同样的命运,但是既然环境局给了那个摊位一个C的评级,是不是说该局接受这样的卫生水平? 没有人知道用餐者是否在意卫生评级,但是照上述的例子看来,任何低过C评级的小贩应该都不准继续营业。 政府需要解释下列各项: 目前的卫生评级形同虚设:我不能理解一个拥有“满�! �”评级的摊位会导致新加坡最糟的集体食物中毒并且夺去两条人命。世界一流的发展国家不该有人死于肠胃炎。这实在是国家之耻,特别是新加坡政府居全世界高薪之首,怎么可以容忍公共卫生灾难发生在这里? 共有61只老鼠出现在这个临时巴刹里,这件事不会隔夜发生,一定是需要数个星期甚至跨月。如果没有发生此次惨案,害虫控制专家会被请来灭鼠吗?即使大多数新加坡人都不管卫生评级,难道他们不介意和这些不请自来的老鼠一块儿用餐吗?之前怎么没发现这些鼠辈?环境局稽查员怎么没在检查时发现?这些都是大老鼠,不是小苍蝇和小蚊子。 对出事的两个摊位稽查都无效。印度罗惹摊位所使用的海鲜,被发现带有副血溶性弧菌病毒引起严重腹泻。那么环境局是否有详细调查他们处理食物的过程,或者他们那个用来储存作料的冰箱吗? 难道我们真的期待这些小贩会自动知道他们的食物被病菌污染,或者他们的处理食物的过程不足以杀死这些病菌? 既然他们被环境局颁予“满意”的评级,他们一定假设自己处理食物的过程没问题。 要一般新加坡人--顾客和小贩负起公共卫生的全责更是愚不可及。 吴资政说:“如果有个坏的卫生环境,人们在公众场合吐痰、乱丢垃圾、到处剩菜残羹、巴刹里老鼠四窜,这是很不文明的行为。” 持平来讲,我们虽然比不上日本人,但是我们的卫生环境还是比这个区域的许多国家来得高。总是有�! ��随处吐痰、乱丢垃圾,至于杯盘狼藉、老鼠称王的巴刹,那是管理的问题多过卫生的问题。 难道要用餐者负责收拾残羹和垃圾吗?我们需要带个捕鼠器,亲自动手吗?或者环境局干脆放个“吃者自负”的牌子在所有小贩中心以便全身而退? 新加坡人都要为自身的卫生负责,但是与此同时,政府也应该检讨自身的角色以便改进。 如果要求新加坡人都去捕鼠和承担每一次大大小小的错误,那么应该同等地要求PAP为它的臃肿内阁瘦身并且准备减薪。 从新加坡人付给部长和常任秘书的大量金钱,我们可以高调地要求所有公众食阁时时都白刷刷的清洁,而且最重要的是一只老鼠也没有。 出处 Malaysian Chinese Forum (大马论坛)  Read More →

Background: Since the massive food poisoning outbreak which was traced to two stalls at Geylang Serai market, the updated hygiene labels had been distributed to most food stalls. All but six stalls received a "C" grading. The pest controllers were also called in to eradicate the rats inhabiting the market. Is it safe now to eat at Geylang Serai market? We bring you to find out:   [imagebrowser id=20]    The Geylang Serai wet market is situated right besides the food center. The wet market sells mainly vegetables, poultry and seafood - fishes, prawns, squids etc. Half the stalls at the food center are still closed and the number of customers is only 40% of the usual crowd with plenty of empty seats. Usually at this time of the day (12pm), it is almost impossible to find a seat. None of the hawkers and customers we spoke to are keen to be interviewed. When our reporter tried to take photos of the food center, he was told by a burly Indian man to "buzz off". Our reporter tried a Gado Gado and teh tarik from the food stalls opposite the Indian Rojak and Mee Siam stalls to test for himself the hygiene of the food. Halfway through his meal, he discovered two strands of hair in the Gado Gado. As he was taking a photo of the food, a customer sitting in the next table remarked sarcastically: "Afraid to die then don't eat lah!" A CNA production crew was spotted minutes later. It was not known if they are going to interview the stall holders and customers. Before our reporter left, he managed to talk to a Mee Siam stall aunty who refused to be filmed. According to her, the temporary market was set up in 2006 and while she had heard about "occasional" complaints of diarrhoea from customers after eating from other stalls, it was never as serious as this instance. Rats were also a common occurrence in the temporary market. She had complained to the management committee a few times, but no action was taken. She was also puzzled at the committee's persistent refusal to call for a spring cleaning till now which was usually conducted once every four to five months at the old market.
